- Self Contained Breathing Apparatus (SCBA)- The Coast Guard Engineering Logistic Center has a requirement to procure SCBA, hands on training, training video, operation manual, illustrated parts list and preventative maintenance manual. The Coast Guard Engineering Logistic Center intends to award a firm fixed price requirements type contract, with a base year and four option years. The SCBA operational characteristics shall be as specified by the OSHA in 42 CFR Part 84, Subpart H and as specified by NFPA in NFPA 1981, Edition 1997. This shall be demonstrated by the Manufacturer through certification of the SCBA by NiOSH and by NFPA. The SCBA shall have a minimum rated service time of forty-five minutes when tested by NIOSH in accordance with 42 CFR Part 84, Subpart H. The SCBA shall consist of a high-pressure 4500psi air cylinder in a backpack-type harness assembly, air pressure regulators, and a facemask an associated air hoses. This procurement will be handled as a brand name or equal. An acceptable SCBA that meets the Coast Guards requirement is Mine Safety Appliance Assemble To Order Number ATO No. G-CM104101(C)(1)11 (medium mask) with the amplifier kit and transfill hose and Kevlar pouch attached. Competitive proposals are being sought. Specific requirements are as follows: BlackRhino Harness w/chest strap Part No. 816487; Stealth, H-45, 4500psi, Carbon Fiber Part No.10035644; Second Stage (FireHawk) MMR with standard threaded swivel and AudiLarm (4500psi) Part No. 10023684; Quick fill shoulder mounted Part No.495173; Redundant Alarm Part No.10009771; Ultra Elite Hycar Facepiece with fast track and rubber head harness (head harness p/n 817396) small Part No. 10024429, medium Part No.10024419, large Part No.10024439; Nose Cup, Ultra Elite (silicone) medium Part No. 810412, large Part No. 810413; TransFill Hose and Kevlar Pouch Part No. 485366; Amplifier kit, complete with microphone Part No.10024074. Note: The amplifier kit shall be installed onto the facepiece during assembly and the Transfill hose and Kevlar pouch shall be attached to the right side of the waist belt. Face Piece Design: Shall be a full-face piece design that covers the wearer?s nose, mouth, and eyes. Shall be available in three sizes and clearly marked to identify the size. Body of the face piece shall be made of hycar rubber. (Hycar is a blend of natural and synthetic rubbers unique to each manufacturer). Shall permit the use of combat spectacles. Face piece head harness shall consist of an adjustable five-point suspension system. Nose cup shall be available in two sizes and clearly marked to identify size, removable (without special tools) and interchangeable with all size face pieces. Lens shall be one-piece design and replaceable without special tools. Shall achieve an average calculated value of not less than 90 percent for voice communication performance. (NFPA-1981, 1997 Edition, Section 6-10). First Stage Regulator: Shall be equipped with no more than one high-pressure hose inlet, one high-pressure hose outlet, and one low-pressure hose outlet to minimize the possibility of snagging on shipboard equipment and to reduce potential leak points when the SCBA is in use. Second Stage Regulator: Shall be a mask mounted, pressure demand type. Shall include a separate control for air shut off. The air shut off shall provide a convenient means to stop the flow of the breathing air to the face piece when removing the second stage regulator from the face piece. Shall be equipped with belt mounted retaining device to secure and protect the regulator. Shall be possible to disassemble and reassemble the second stage regulator without special tools, torques, or lubricants. Back Pack and Harness: Shall be equipped with quick fastening and adjustable waist and shoulder straps (or belts). Waist and shoulder straps shall be padded and at least two inches wide where the straps (or belts) contact the wearer's shoulders. Shall be equipped with a quick disconnect chest strap. Air hoses shall be configured to minimize the possibility of snagging on shipboard equipment when the SCBA is in use. Retaining band shall hold cylinder firmly in place by an adjustable stainless steel retaining band that does not exceed 1/16 inch in thickness. Air cylinder retaining band shall be adjustable to accommodate 30-minute, 45-minute, and 60-minute cylinders. Shall be possible to remove and reinstall cylinders within 60 seconds while the SCBA is being worn. Air Cylinder: Shall be fully wound carbon fiber composite cylinder. Cylinders shall include NIOSH rated service time of 45-minutes. Cylinder gauge shall be marked in units of pounds per square inch (psi) and shall be marked in increments of 1000 psi or less. Shall support an air-charging rate of at least 4500-psi per minute without damage. Remote Pressure Indicator: Shall be of the mechanical type and shall not require the use of batteries. Shall be marked in units of pounds per square inch gauge (psig) and shall be marked in increments of 500 psi or less. The faceplate shall be marked with a green zone between approximately 4300 psi and 4700 psi, and a red zone below approximately 1100 psi. Rapid Recharging/Air Transfer Adapter: Shall have one adapter, which enables the SCBA user to fully charge the air cylinder as well as transfer air from one cylinder to another in an IDLH atmosphere. Shall be possible to fully charge the air cylinder while the SCBA is being worn and in use (user is "on air"). It shall be possible to fully recharge an empty 4500-psi cylinder (pressure less than 500 psi) in this manner at a charge rate of at least 4500-psi per minute. Shall be possible to transfer air from one cylinder to another while the SCBA?s are worn and in use (two users "on air") in an Immediately Dangerous to Life or Health (IDLH) atmosphere. It shall be possible to transfer air from a fully charged (4500 psi) cylinder to a partially filled (500 psi) cylinder at a rate of at least 2000 psi per minute. NIOSH certification and NFPA compliance must be maintained during use of this system. Low Pressure Alarm; shall meet current NFPA-1981, 1997 Edition which requires two Low Pressure Redundant Alarms. Shall be powered by a 3 volt CR2 lithium battery and shall use no more than 2-per set. Voice Projection Unit (VPU): Shall be face piece mounted, fastened securely to prevent falling off, and be completely supported by the SCBA face piece. Shall be possible for a user to remove the VPU without any special tools. Shall have a light emitting diode (LED) on the exterior of the VPU, which illuminates whenever power is on. Shall be limited to single, watertight, on/off switch for activation of the VPU. Push to talk switches or user accessible volume control shall not be permitted. The on/off switch shall be operable while wearing firefighting gloves. Shall be possible to replace the battery without special tools. Shall not require removal of the voicemitter during removal or replacement of the VPU. Shall not obstruct the field of view that is normal for the firefighter wearing the SCBA face piece. Shall not impede the range of motion that is normal for a firefighter. Shall not interfere with the operation of the firefighting ensemble or SCBA. Shall be powered by a 1.5 volt AAA alkaline battery and shall use no more than 2-per set. All plugs, jacks, and other removable electrical connectors used on the VPU shall be of the non-corroding design. Shall be possible to replace the VPU without any special tools. Shall have a minimum operating life of at least 6 hours. Shall not require periodic maintenance other than cleaning and replacement of batteries. SCBA Training: During the base (first) year-upon installation of the SCBA?s train a minimum of two crewmembers on 14 cutters, and a minimum of 8 personnel at the Damage Controlman School in Yorktown, VA. Second year-upon installation of the SCBA?s train a minimum of two crewmembers on 14 cutters. Third year-upon installation of the SCBA?s train a minimum of two crewmembers on 37 cutters. Fourth year-upon installation of the SCBA?s train a minimum of two crewmembers on 50 cutters. Fifth year-upon installation of the SCBA?s train a minimum of two crewmembers on 9 cutters. Shall provide 5-year training plan explaining the process in which this initial training will be accomplished. Shall provide at least one VHS training video to 124 cutters and TRACEN Yorktown upon installation. SCBA Manual: Shall provide to every cutter and shore facility receiving the Coast Guard configured SCBA the following: Coast Guard MMR EXTREME? Air Mask Operators Manual; Coast Guard MMR EXTREME? Air Mask Illustrated Parts List; Coast Guard MMR EXTREME? Air Mask Preventive Maintenance Manual. SCBA Allowance Parts List: Shall provide field maintenance and repair parts kit to include at minimum the following items. Medium facepiece (complete); 2nd Stage (Firehawk) Regulator; High pressure hose (804382); Threaded hose (10020781); Hose assembly (10004650); Hose assembly 2nd stage threaded (10020782). Delivery to be within 30 calendar days after issuance of a delivery order. Delivery shall be F.O.B. destination to U.S. Coast Guard Engineering Logistic Center, 2401 Hawkins Point Rd., Baltimore, MD 21226-5000. All responsible sources may submit a proposal, which will be considered by the agency. The NAICS Code for this solicitation is 421850 and the small business size standard is 100 employees.
