- STATEMENT OF WORK The contractor is to provide non-personal services to staff and operate a Summer Science program for DoD youth ages 8-15, which will be paid for by Appropriated Funds. Required services are specified below: a. Develop a summer science program for youth ages 8-15, specifically for overseas locations and conduct 10 weeks of the program at various USAFE locations for up to 60 youth per week. Program will be conducted between 17 Jun 02 and 25 Aug 02. b. Location for the one-week sessions will be RAF Croughton, Mildenhall, Molesworth and Lakenheath in the United Kingdom, Rhein Main, Ramstein and Spangdahlem AB?s in Germany, Aviano AB in Italy and Izmir and Incilirk AB in Turkey. c. Science program focuses on developing youth interest in the principles of physics, flight, sounds, light, electricity, robotics, and chemistry through weeklong fun and hands-on experiments. d. Curriculum concentrates on the development of scientific and academic skills that will help youth develop creativity, social and communication skills and self-esteem. e. Each program is to be conducted on a weekly (5 day, 2 sessions each day) lesson plan. A morning session for 8-11 year olds will be offered from 0830-1130 and an afternoon session for 12-15 year old will be offered from1400-1700. f. The government will provide adequate space for 30 youth per session with tables, chairs, running water and when possible computers with internet connectivity. g. Contractor will provide supplies and equipment. h. The government will be responsible for providing marketing and registration of the participants i. HQ USAFE/CONS will provide contractor with a Letter of Identification for access to military installations and activities. Contractor is required to provide personal data as requested a minimum of 60 calendar days before travel starts. 2. PROFESSIONAL REQUIREMNET OF THE CONTRACTOR a. Contractor has operated a summer or after school science program for a minimum or 3 years b. Contractor has experience in conduction science program in more than one state and preferably overseas. In addition, contractor must have been recognized by at least one national youth organization or entity. c. Contractor staff must have completed state and national agency background suitability checks and provide those checks to USAFE/SVPCY within 45 days of contract award. 3. PROCESS AND PROCEDURES FOR PERFOMING DUTIES a. Coordinate logistical requirements with host project site officers once USAFE/SVPCY has determined schedule based on curriculum and logistical information provided by the contractor. b. Travel itineraries will be coordinated through USAFE/SVPCY. Airfare between CONUS, the United Kingdom, Germany, Italy, Izmir and Incirlik Turkey will be responsibility of the contractor and will be in the final price of the contract. The government will pay for local ground transportation and lodging costs. Any associated excess baggage costs need to be identified up front and will be include in the contract. All travel will be in accordance with the Joint Travel Regulation. Award will be made to the lowest price that is deemed technically acceptable with the about requirements.
