- NA The US Army CECOM Acquisition Center - Washington intends to award a sole source purchase order with PEI Electronics, Inc., at 110 Wynn Drive, Huntsville, Alabama 35805-0929 for delivery of M1A1 Thermal Imaging System (TIS) Video Reformatters. The Night Vi sion & Electronic Sensors Directorate (NVESD) has undertaken the task of upgrading and modernizing existing M1A1 and M2A2 training ranges for the 7th ATC at Grofenwoehr, Germany. The core of this effort encompassed the development of a Range Evaluation Sys tem (RES) that greatly enhanced the previous training capabilities at these three ranges. The purpose of the Range Evaluation System is to provide a 'real time' view of tank crew operations and to provide an After Action Review (AAR) video capability for tank crewmembers while undergoing training exercises at Grafenwoehr Training Area (GTA), Germany. The basic components of the RES are the Vehicle RF System and a Tower FLIR system. The Tower FLIR camera system provides an 'overwatch' view of the tank fir ing range during training exercises. The Vehicle RF System consists of two video crew cameras that collect imagery of tank crewmembers during firing exercises and a TIS Video Reformatter that reformats the TIS video into a format useable by the VRFS syste m. The three video streams are then inserted into a 'quad' splitter and transmitted back to the range tower for further processing. The video from tower FLIR camera is then inserted into this quad image. This RES video is then displayed in real time to the unit commanders and recorded by the Tank Crew Evaluators (TCE) for use in the After Action Review process. The PEI Video Reformatter system is basically 'transparent' to the crew and allows the RES VRFS system to obtain, transmit and record the exact t hermal targeting information as seen by the crew. 'Only One Responsible Source and no other Supplies or Services will Satisfy Agency Requirements'. However, all responsible sources that can provide supporting data to demonstrate they can successfully provi de need support may submit a quote that shall be considered by the Agency. The resultant contract will be performed under an anticipated fixed price order. Award will be made IAW Simplified Acquisition Procedures. . Response should be no longer than three (3) pages. Responses are to be received via email within 20 calendar days from the date of this notice.
