Description
NA Headquarters, Operations Support Command (OSC) intends to negotiate on an other than full and open completion basis with The Eagles Nest (post restaurant) located at Toole Army Depot (TEAD), Toole, Utah for the furnishing of meals for approximately 350 Nat ional Guard Troops stationed at TEAD under the aegis of Noble Eagle/Enduring Freedom for the period 18 Mar 2002 through 30 Sep 2002. Support for additional soldiers may be required but is contingent upon mission tasking. Contractor shall provide all mate rials and labor to meet the requirement of furnishing meals to 350 soldiers. The meals are to be provided at TEAD in a facility within the force protection area of the installation. Meals are to be provided 3 times a day, seven days a week including ho lidays. Serving hours are between 0500 to 2000 and will cover a three-hour period each for breakfast, lunch and dinner. Meals must be hot and include alternative menu items as required by the Army Master Menu. The actual numbers of soldiers for whom me als are to be provided are subject to change. Contractor will be given a 5-day notice of a change in the numbers of soldiers to be fed. Contractor shall adhere to the Army Master Menu, DA PAM 700-126, AR30-1, page 34, paragraph 10.3, AR-215 and guidance provided by the AMC Food Service Officer in the performance of the contract. Other interested firms able to meet these requirements are invited to submit response within 7 working days after appearance of this notice but only in writing with clear and con vincing documentation to HQ, OSC, 1 Rock Island Arsenal, ATTN: AMSOS-CCM-I/Nina Anderson, Rock Island, IL 61299-6000. Responses must include at a minimum how the contractor proposes to meet the requirements set forth herein, how the contractor intends t o assure the Government that employees have/will have a secret clearance prior to start of the performance period, prices per meal per soldier, sample menus for breakfast, lunch and dinner, and past performance information to include: places where similar type of services have been provided, type of service provided, contract number, and point(s) of contact to include telephone number and e-mail address at the site where services were performed. A determination by the Government not to compete with this p roposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
