- NA Project consists of construction of flood control features in the Bechara Industrial Area (BIA) of San Juan, Puerto Rico. The work is part of the Rio Puerto Nuevo Project. The solicitation includes a base and two options. The BASE WORK includes construc tion of a levee, rectangular channel, trapezoidal earth channel, and box culvert. The Margarita levee consists of approximately 3,600 linear feet of trapezoidal earth filled levee, with the levee crest at Elevation +13.0 feet NGVD. The Margarita levee is in a low, vegetated, marshy area north of the De Diego Expressway (PR 2) and Quebrada Margarita, and runs along the southern edge of the BIA. Construction of a portion of the levee is along an existing overgrown construction berm built between high-volta ge electrical transmission lines. At the upstream end of the project, the existing Bechara Channel, along the northeast edge of the BIA, will be improved with a rectangular channel 55 feet wide with an invert of ?3.62 feet NGVD, for a length of approximat ely 950 feet. The walls will be constructed of concrete lined steel sheet pile. Others will replace the existing Kennedy Avenue Bridge and the culverts under the Marginal Road with new single-span bridges having a rectangular channel beneath that matches the dimensions of the new upstream rectangular channel. Downstream of the bridges, an open trapezoidal earth channel will be excavated. The trapezoidal channel will have a bottom width of 25 feet with the invert at Elevation ?10.0 feet NGVD. The earth channel will be approximately 400 feet long, ending on the south boundary of the Puerto Rico Port Authority?s Puerto Nuevo Terminal. From the earth channel, storm water will be conveyed to San Juan Harbor through a 2,150-foot long reinforced concrete doub le-box culvert. The concrete box culvert will be constructed within a dewatered cofferdam consisting of steel sheet piling. Between the trapezoidal earth channel and the box culvert, the channel transitions into a 200-foot long, 180-foot wide rectangular channel to allow flow under an existing 90-inch diameter sanitary effluent outfall main. Modifications to strengthen the sanitary effluent outfall main are included in the work. The contractor may use excess suitable material from the culvert excavation for levee construction. All unsuitable material and excess suitable material will be disposed of offsite at an approved location obtained by the Contractor. Work also includes traffic control, pavement repairs, secondary drainage, and utility relocation s. OPTION 1 WORK includes construction of approximately 1,080 linear feet of the Margarita levee at its western end. OPTION 2 WORK includes construction of 200 feet of the concrete box culvert at San Juan Harbor, associated demolition of the existing wha rf, and reconstruction of the pier. Option work also includes approximately 400 linear feet of the Margarita Levee at it eastern end. The estimated construction time for the BASE work is 900 calendar days; Option 1 Work, 180 calendar days and Option 2 Wo rk, 180 calendar days. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. A trade-off process that combines non-priced and priced factors will determine best value. All evaluation factors other than price, when combined, are approximately equal to price. The following factors will be used to determine best value: Price, Past Performance, and Technical Merit. Magnitude of construction is between $25,000,000 and $100,000,000.
