- NA On or about 01 March 2002, this office will issue Invitation for Bids for the construction of Wood River Flood Protection, Grand Island, NE. Bids will be opened on or about 03 April 2002. Solicitation of Bids Will Be Restricted to Small Business Competiti ve Bidding. Contractors interested in inspecting the site of the proposed work should contact Milt Moravek, NRD Project Manager, 215 North Kaufman Ave, Grand Island, NE 68803. The work will include the following: (Approx. quantities) The Wood River Flood Control contract is located approximately 2 miles south of Grand Island, Nebraska. The project will include the fo llowing approximate quantities: 1.2 million CY of earthwork, 4000 tons of riprap, 720 CY of concrete and 58,000 LF of 3-strand barbwire fence. East of Highway 281, the project consists of a five-mile long diversion channel with levees on both sides and a drainage channel on the south side of the diversion channel levee. The diversion channel will carry Wood River flood flows to the Platte River. In addition, a two-mile long tie-off levee and small diversion channel will be built west of Highway 281 to pre vent Wood River flood flows from spilling into the Warm Slough basin nearby and outflanking the diversion channel. A diversion structure will be located approximately 1/2 mile downstream from the Highway 281 bridge that crosses the Wood River. The divers ion structure will be used to control flows down the Wood River channel and the diversion channel. The diversion channel will begin at the diversion structure and run eastward to the Platte River. The estimated construction cost of this project is between $5,000,000 and $7,500,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regula tion 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2002: a) Small Business: 61.4% of planned subcontracting dollars. (b) Small Disadva ntaged Business: 9.1% of planned subcontracting dollars*. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars*. d) Severely Disabled Veterans: 3.0% of planned subcontracting dollars*. e) Hubzones: 2.5% of planned subcontracting dollars* . *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 548 calendar days after receipt of Notice to Proceed. Provisions will be included for liqui dated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
