- NA USAE, Engineer Research and Development Center (ERDC) proposes to issue a sole source contract to MTS Systems Corporation, Eden Prairie, MN, for the purchase of one (1) Data Acquisition System (DAC). The system is required to interface with systems curren tly controlling wave generators for the ERDC, Coastal and Hydraulics Laboratory (CHL.) The DAC system has multi-tasking, multi-station capabilities that will permit operation of two wave generators, one in a flume and one in a wave basin at the ERDC site, Vicksburg, MS. The DAC will be located in an existing control room. The DAC will have the capability of 64 A/D and 48 digital (i.e. parallel) I/O channels. As a minimum, 48 of the 64 A/D channels will be dedicated to wave gages and 16 ?other? channels r eserved for other sensors. Each wave gage has two A/D channels associated with it, one for the wave rod and one for a Jordan controller, which is a servo controller used for automated calibration of the wave gages. Each wave gage requires two digital I/O channels to operate the servo motor. The ?other? channels have only one A/D channel associated with them. All channels will use signal conditioning supplied by ERDC. All A/D inputs should have BNC connectors and all A/D channels shall be capable of acc epting +/- 10 vpp input. The digital I/O output connector shall be a miniature db-9. The DAC capability will be shared by the facilities described in the first sentence. The scan rate for data sampling for all gages on the system will be a minimum of 1 kHz. All DAC parts should be interchangeable with the existing DAC systems at the ERDC to promote compatibility across the facilities and minimize down time. This DAC must be compatible with the existing signal conditioning hardware that presently exists in the control room. It must interface with the mechanical and electrical, calibration, wave generation, and data analysis subsystems. The DAC will have one PC that is capable of handling both data acquisition and control. The PC should have the follow ing specifications as a minimum: Windows NT operating system, 2.0 GHz CPU, 1 GB RAM, 21 inch flat screen monitor, 100 Gb hard drive, LS120 Floppy drive (if available) and a rewritable CD-ROM. The software controlling the DAC system must interface to that used on the ERDC Large Scale Sediment Transport Facility, Coastal Structure Modeling Basin, Hudson Building ADACS trailer and LA-LB control room. The DAC software must allow automated calibration of the wave gages and control of the generators, as well a s control of the data acquisition. It must contain all of the features of the existing data acquisition software such as multi-station multi-tasking capability, oscilloscope output, spectral output, and complete control over calibration of sensors and ope ration of the wave generators. The DAC must be compatible and seamlessly integrated with the software for calibrating wave gages and other types of instruments. The vendor shall provide all labor and materials required for DAC installation, integration, and checkout with the existing wave machines. ERDC will specify a full suite of acceptance tests to confirm a fully functional system prior to acceptance of the new DAC. Tests will include performance and endurance tests as well as electrical reliability tests. SCHEDULE: Delivery is projected to be mid April 2002. This DAC manufactured by MTS is the only known system that meets or exceeds the minimum selection criteria and the procurement of this system is critical to the Corps of Engineers? Coastal an d Hydraulics Laboratory Research and Development Program. A firm fixed-price contract will be awarded utilizing the Simplified Acquisition Procedures as defined in FAR Subpart 13.5. Any other responsible source able to provide the supplies referenced abo ve is encouraged to respond to this announcement within fifteen (15) days after its publication. This is not a request for quotations and there is no solicitat ion document available at this time. See numbered note 22.
