- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to procure an Identification Friend or Foe, Tactical Navigation (IFF TACAN) Test Set Calibrator. The IFF TACAN Test Set Calibrator will have to be a Non-Developmental Item (NDI). The IFF TACAN Test Set Calibrator shall be an integrated test set calibrator for use by U.S. Navy personnel in ship board and shore based calibration laboratories. The IFF TACAN Test Set Calibrator is being procured to replace current inventory equipment: PPTS101 Pulse Power Test Set and the AN/UPM-144 Pulse Power Test Set Calibrator. The unit shall be used to calibrate Identification Friend or Foe (IFF) and Tactical Navigation (TACAN) Test Sets such as the IFF AN/APM-480, Transponder Set Test Set, the TACAN AN/ARM-156 Test Set, and the TACAN AN/ASM-663 Test Set. A detailed description of the required capabilities and performance parameters will be provided in the solicitation. The following list of requirements may not be all inclusive. The Output Frequency shall be selectable from 960 to 1215 MHz, minimum, with a minimum resolution of 0.1 MHz and the selected frequency shall be displayed. The frequency uncertainty shall be a +/- 50 kHz, maximum. The Peak Power Range shall have one nominal range from 6.5 W to 2600 W, minimum, with the actual guaranteed power between 10 and 2354 watts, minimum. The IFF TACAN Test Set Calibrator is intended to be used as a source device for IFF and TACAN pulses. For the output connectors, a precision TYPE N female connector shall be used for all R.F. output connectors. The Sync Input and Output Connectors shall be a BNC female type connector. For the Video Monitor, a video output shall be provided which monitors the low power IFF R. F. output, the high power IFF R.F. output, and the high power TACAN output. The Video Monitor shall provide a voltage approximately proportional to the power envelope. The video output shall be located at a front panel BNC jack connector. For the IFF Low Power Monitor, the video output shall be 1V peak-to-peak +/-15 percent into 1 Mega-ohm in parallel with 20 picoFarads at a low power IFF R.F. output level of +/- 20 dBm. For the TACAN and IFF High Power Monitor, the video output shall be IV peak-to-peak +\-15 percent into 1 Mega-ohm in parallel with 20 picoFarads at a high power R.F. output level of 2000 Watts Peak. Due to required restrictions in size, the IFF TACAN Test Set Calibrator shall be self contained with maximum dimensions of 20.5" in width, 19" in height, 23" in depth, and shall not exceed 100 lbs. The unit must be capable of supporting TACAN, IFF High and Low Power, and IFF Mode 4 High and Low Power. The reliability shall be 2,500 hours Mean Time Between Failure (MTBF). The Government will award a contract using best value procedures to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, cost or price and other factors specified elsewhere in the solicitation, considered. An Indefinite Delivery/Indefinite Quantity contract is anticipated, and priced according to step ladder quantities. Items will be acquired on a firm fixed price basis. Delivery of two pre-production units is expected 6 months after issuance of delivery order (s). Production units (up to 125 production units) to be delivered at a rate of 5 units per month minimum, 6 months after issuance of delivery order(s). Packaging IAW Best Commercial Packaging. Release of this solicitation N68335-02-R-0114 is anticipated in March 2002.
