Description

The Naval Air Systems Command has a requirement for engineering support services to develop Joint Services Specification Guides (JSSGs) and other systems engineering documentation, processes, risk assessments and safety-related analyses. This is a notice of intent to request a proposal and negotiate with Sverdrup Technology, Inc. (SvT), 600 William Northern Blvd, PO Box 884, Tullahoma, TN 37388 on an other than full and open competitive basis. The Government intends to negotiate on a sole source basis with SvT to provide continuity in the required ongoing engineering services. SvT has conducted the initial and continuing work accomplished on the Tier I and Tier II Joint Services Specification Guides and other ongoing documents and processes. Substantial duplication of costs would result in requiring a non-incumbent to assimilate the required learning for this task and perform in a timely manner. The proposed action will be a Cost Plus Fixed Fee (CPFF) and the estimated period of performance for the contract will be 12 months, with four 12-month options. Contract award is anticipated to be 15 March 2002. Government site workspace will not be available; all work will be accomplished at the contractor site. This notice is not a request for competitive proposals, and no solicitation document is available. See Note 22.
