Description
NA The original Rapid Response to Critical System Requirements (R2CSR) contracts were awarded in July of 1998 and continue to provide critical equipment and engineering services to Government system, platform and item managers worldwide. The U.S. Army Commun ications-Electronics Command (CECOM), Research Development and Engineering Center (RDEC), Command and Control Directorate (C2D) will provide a contract vehicle to continue this valuable support to DOD and other federal agencies. The contract(s) will provi de multiple prime contractors with multiple subcontractors, capable of providing the broad range of equipment and services needed to accommodate varied user demands. These demands may require services and equipment to research, develop, upgrade, install, fabricate, test, maintain, and support new and existing federal government platforms, systems, subsystems and items. The contract(s) will be Indefinite Delivery Indefinite Quantity (IDIQ) type contracts. Requirements will be fulfilled on a task order bas is in a competitive environment. Under this unrestricted, full and open competitive acquisition, the Government plans to award more than one IDIQ type contract with the option to issue either Time and Materials (T&M), or Firm Fixed Price (FFP) Task Orders. The length of the contract(s) s hall be a two-year base period with three (3) two (2) year options. This acquisition is subject to the availability of funds. The Small Business Size Standard is 1000 employees for the Standard Industrial Code (SIC) of 3728, NAICS 336413. The Security Req uirements under the DD Form 254 for the basic contracts will be as follows: Facility Clearance required shall be Top Secret. Level of Safeguarding required shall be Secret. The Government intends to award contract(s) to the Small Business Offeror(s) that submit the best overall proposal(s) from among those proposal(s) submitted by Small Business(es), which are rated at least ?Acceptable? in the Management, Technical and Small Business Participation Plan Factors and are, in the judgment of the Source Selection Authority, relatively competitive with the other Offeror(s) in the competitive range selected for award. The U.S. Army CECOM has established an Interactive Business Opportunities Page (IBOP) on the World Wide Web to provide electronic transmittal of Request for Proposals (RFPs) for Government to Industry. All interested parties wishing to do business with CE COM are invited to access and receive data from the IBOP at https://abop.monmouth.army.mil. Due to a new security assessment, all users must be registered to browse solicitations or to submit proposals.
