The U.S. Army Corps of Engineers, Baltimore District, District of Columbia Public Schools Team, intends to award a firm fixed price contract from Request for Quotations No. DACW31-02-T-0029. This is a combined synopsis/solicitation f or commercial items prepared in accordance wtih the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicita tion will not be issued. Interested parties however, may download an electronic pdf file copy of the complete quotation at the Corps Baltimore District website http://ebs.nab.usace.army.mil. There is no formal bid opening. The scope of work follows: 1.0 BACKGROUND McKinley High School is presently being renovated as part of the DCPS whole school renovation and capital improvement project. During the course of renovations, unlabeled chemicals, products and materials have been discovered and determined to be unusable and require proper disposal. All unlabeled chemicals, products and materials requiring special disposal procedures will be consolidated according to material type (i.e. corrosive, flammable, solid, liquid, hazardous waste, special waste, etc.) and sampled for characterization and disp osal purposes. Some materials identified in the school facility that are listed in appendix A require no special disposal requirements and will be consolidated and disposed of as general waste. All work will be performed in compliance with Federal and local environmental requirements. 2.0 SCOPE OF SITE INVESTIGATION SERVICES All material listed in appendix A will be characterized, contained, and disposed of in accordance with the identified tasks below. All work under this delivery order shall be performed in accordance with all Federal and local environmental regulations. T he contractor is responsible for all necessary training, permits and licensing requirements. The following steps should be followed in order to properly manage the handling, packaging, shipping and disposal of chemical inventories. 1. Establish accurate inventory of chemicals (verification of chemicals and materials listed in appendix A). The inventory should include the following: contents (trade name / sole active ingredient) Number of containers size of containers/quantity of material type of container (glass, metal, plastic) describe integrity of containers 2. Determine if MSDS is available. 3. Determine sampling requirements. When a chemical is unknown a hazcat should be performed. After all hazcats are completed, compatible waste chemicals are grouped together, represented by a composite sample, and then tested for comprehensive parameters . Typical Hazcat Parameters Flash point Ph Reactivity Comprehensive parameters are contingent on hazcat results Oxidizer Peroxide Chlorinated PCBs 4. Upon completion of data, take data and MSDS information and categorize chemicals into wastestreams based on DOT hazard classes and RCRA hazardous waste designations. 5. Establish packaging strategy. Bulk verses non-bulk scenarios. 6. Package and mark waste pursuant DOT and EPA regulations. 7. Profile waste to selected TSDF. 8. Work out the approval with TSDF. 9. Coordinate loadout within 90 days of step #6. 10. Summary Report. Upon completion of the analytical testing and disposal of the items in tasks 2 and 3, a report will be submitted summarizing the work and shall include the analytical results and signed copies of all manifest and shipping documentation . 3.0 WORK ORDER PROVISIONS Hours of work for this project shall be from 7:00 A.M. until 6:00 P.M. At the end of the working day, the contractor shall leave the site in a safe condition and secure fashion. 4.O MEASUREMENT & PAYMENT The work shall be priced to include all labor, supervision, permits, mobilization, materials, analyt ical testing, and handling of investigation derived waste, necessary to complete the work for characterization and disposal of the items identified in this scope of work. Final payment will be made once all final reports (including shipping documentation) is received by the contracting officer or contracting officer representative. 5.0 SCHEDULE The contractor shall begin work under this delivery order within 1 week following notification to proceed. The performance time for completing the work shall be 4 weeks from receipt of signed delivery order.
