Description
NA It is the Government's intention to award a sole source contract for completion of specific parts of the Test Support Network (TSN) at White Sands Missile Range, New Mexico, between now and September 2002. Of all current TSN requirements, cabling operatio ns will be complete by 31 March 2002, except for splicing and link restoration, which should be complete by 30 September 2002. Cable splicing is currently being performed by Solar Electric, a small business in Las Cruces, New Mexico, with assistance (fusi ng of glass fibers) from GarCom, Inc., a small 8(a) company in El Paso, Texas. In that same time frame, installation of Government-furnished communications equipment constituting two Synchronous Optical Network (SONET) fiber rings in the southern part of the range should be completed. Installation of SONET fiber rings is currently being performed by Solar Electric, a small business in Las Cruces, New Mexico, with assistance from the Government. For this type of short-term (6 months) follow-on effort, Sol ar Electric is the only contractor available with people, skills, licenses, equipment and experience in place to meet the immediate requirement in a timely, and cost efficient manner. The Government will award a firm-fixed price, contract for these tasks. The period of performance will be from 1 April 2002 to 30 September 2002. By 30 September 2002, a new competed contract will be in place to support future telecommunication network expansion as needed. The proposed contract action is for services for wh ich the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals.
