Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation RAQ023200 is issued as a Request for Quotes (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-27. This solicitation is set-aside 100% for small business, The North American Industry Classification System (NAICS) code is 33422 Satellite Communication Equipment Manufacturer, or Standard Industrial Classification Code (SIC) 3663 Radio & TV Communications Equipment, and the business size standard is 750 employees. (1) REQUIREMENT: The Bureau of Land Management at the National Interagency Fire Center has a requirement for a Direct Readout Ground Station (DRGS) that will provide the Remote Sensing Fire Weather Support Unit (RSFWSU) the ability to meet the demands of the fire community now and well into the future. (2) SPECIFICATION: The DRGS shall have the following minimum operational capabilities: (A) Minimum of 16 user channels plus a dedicated channel to track pilot signal. (B) Ability to receive 199 domestic Geostationary Operational Environmental Satellite (GOES) channels. (C) Frequency agile. (i.e. automatically change receive channels based on users' timetable.) (D) Simultaneously receive minimum of 16 of the 199 domestic GOES channel at any given time. (E) Received channels shall be switchable at user-defined resolution down to 1-second increments. (F) Ability to receive transmits window times as small as 5 seconds. For example: 5sec, 6sec, 10sec, 15sec windows, etc. (G) Report frequency error to the nearest 1 Hz, Effective Isotropic Radiated Power (EIRP) to 1/10 dB and modulation index. (H) Automatic Binary Coded Hexadecimal (BCH) National Environmental Satellite, Data & Information Service (NESDIS) identification (ID) code correction of 2 bits anywhere in BCH field. (I) Report number of parity errors per Data Collection Platform (DCP) transmission. (J) Plot pilot tone. (K) Provide a TCP/IP interface that allows remote automated updates, additions and deletions of required scheduling information for the DRGS system. For example, time, channel, and any other operational information required by the DRGS. The interface shall be similar to DCP Data Service (DDS) protocol specification. See Appendix B. See Note (1) (L) Ability to decode pseudo binary (DCP) transmissions and output USA Standard Code for Information Exchange (ASCII) to the screen and or the TCP/IP interface as outlined in Appendix B. See Note (1) (M) Remote user access via Local Area Network (LAN). (N) In the event supplier/vendor discontinues this DRGS product line or goes out of business, supplier/vendor agrees to give the BLM/RSFWSU the source code for the GOES DRGS system software. (O) Provide an interface to Automated Sorting Conversion and Distribution System (ASCADS) for retrieval of Remote Automatic Weather Station (RAWS) messages. (a) Message output format shall follow DAPS/DROT format. See Appendix A. See Note (1) (b) Interface shall conform to the DCP Data Service (DDS) protocol specification. The words "SHOULD", "RECOMMEND", "MAY", and "OPTIONAL" shall be read as "MUST." See Appendix B. See Note (1) (c) DRGS will be the server; the software to support the server side of the interface shall be provided by the contractor. (d) ASCADS will be the client; the software to support the client side of the interface will be provided by the Government. (e) Future releases of the DRGS software must include this interface at no additional cost to the Government. The DRGS shall have the following minimum electrical specifications/requirements: (P) All hardware and software to construct an operational Digital Signal Process (DSP) (DRGS). (Q) (DSP) demodulator NO analog. (R) GPS time synchronizing. (S) 5-meter antenna with operational wind loading of 85 mph and survival to 120 mph. (T) Messages shall be time stamped to within 1/10sec at the receipt of Maximum Length Sequence (MLS) of the DCP transmission NOT at the confirmation time of the (NESDIS) identification code (DCP address). (U) Measure frequency error to the nearest 1Hz, (EIRP) to 1/10 dB. (V) Support long and short preamble. (W) Compatible with 100, 300, and 1200-baud DCP transmissions. (X) Maximum switch time from a particular channel to a new channel 3 milliseconds maximum. User defined bandwidth/uncertainty range to lock in pilot tone frequency. (Y) The number of simultaneous channels supported by the DRGS shall be incrementally expandable if less than the 199 domestic. (3) DELIVERY: The antenna shall be shipped within 15 days after the award of the contract. The DRGS system shall be delivered within 60 days after the award of the contract. Delivery shall be FOB Destination to the National Interagency Fire Center, Bureau of Land Management, 3833 South Development Avenue, Boise, ID 83705. "FOB DESTINATION" means that all costs for transportation or freight from the shipping point shall be paid by the contractor and included in the unit price quoted for this system. (4) CLAUSES: The following provisions and clauses apply to this procurement: FAR 52.212-01 INSTRUCTIONS TO OFFORERS COMMERCIAL ITEMS; FAR 52.212-02 EVALUATION COMMERCIAL ITEMS (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor #1 Price; Factor #2 Technical Capabilities; Factor #3 Contractor's Past Performance; Factor #4 Warranty. Price is less important than technical capabilities, contractor's past performance, and warranty. (5) INSTRUCTIONS TO OFFERORS: Quotes must be submitted in writing on a SF 1449 or on company letterhead and must include: (a) RFQ number; (b) the company name and address; (c) point of contact; (d) phone number; (e) fax number; (f) the delivery period in terms of the number of weeks or days; (g) the unit price; (h) the extended price; (i) and any prompt payment discount terms; (j) a completed copy of the FAR 52.212-03 OFFEROR REPRESENTATIONS AND CERTIFICATIONS ? COMMERCIAL ITEMS provision; and (k) three most recent references for delivery of DSP DRG systems. Quotes shall be received by March 14, 2002, 4pm local time to the Bureau of Land Management, National Interagency Fire Center, ATTN: Dawn Graham, 3833 South Development Avenue, Boise, ID 83705-5354, or by FAX at (208) 387-5574. All responsible offerors may submit a quotation that, if timely received, shall be considered for award. (1) Availability of specifications, plans, drawings, or other technical data.
