- Description
- NAVSEA, Port Hueneme Division, Naval Surface Warfare Center, a Department of the Navy activity, intends to enter into a "Work for Private Parties Agreement," in accordance with 10 U.S.C. 2563, with Australian Defense Industries (ADI) LTD to perform work as described herein in a subcontractor capacity. ADI has performed market research and determined that no civilian firm has the appropriate mix of skill and capability to perform this work. ADI recognizes Port Hueneme Division as able to perform this work because Port Hueneme Division has the following qualifications and capabilities needed to successfully perform this task: (1) Software Support Agent and Design Agent for Fire Control System Mk 92 computer programs, (2) Knowledge and expertise of FFG-7 ship class Combat System, (3) Knowledge and expertise of Mk 41 Vertical Launching System, Evolved Sea Sparrow Missile (ESSM), E lectro Optical Tracking System (EOTS), On-Board Training System (OBTS), and Advanced Distributed Architecture Combat System (ADACS), (4) Knowledge and expertise of CMS-2Y computer program language used on AN/UYK-7 and AN/UYK-43 computers, (5) Knowledge and expertise of Externally Specified Indexing (ESI) protocols, (6) A PC-MTASS compile environment, (7) Computer Program Maintenance Facility including a Mk 92 Software Simulation Tool (SST), (8) Access to Mod 12 Engineering Development Model facility (Moorestown, NJ) and Land Based Test Site (Sydney, Australia), (9) necessary Intellectual Property including Mk 92 source code and specifications and authorization to export, and (10) Security clearances up to Secret level. The task involves modification to the Weapons Control Processor (WCP) computer program, which is part of the Fire Control System Mk 92 Mod 12. Specific subtask s include review of existing specifications, development of appropriate software changes, implementation and testing of changes and update of all documentation. Technical direction will be provided by ADI as the Design Authority. Work must commence by 1 June 2002. Prior to entering into an agreement with ADI, Port Hueneme Division is interested in determining that there are no U.S. civilian firms capable of performing this work. Any source that believes it can perform Combat System Engineering and computer program redesign and modification for the Weapons System installed on the Royal Australian Navy FFG ship class as shown in this synopsis should contact the Port Hueneme Division Agency Point of Contact no later than 11 March 2002.
