Description
This is a combined synopsis/solicitation prepared in accordance with FAR Part 13. No RFQ will be prepared or made available. The Government intends to award, on a Sole Source basis, an order to University of California, San Diego. This task is for Scientific, Clinical and Technical Support Services for Dolphin vigilance, acoustic safety, contaminant monitoring, physiology, hearing, infectious disease research and reproductive management. Period lectures and training for scientists and staff of Navy Marine Mammal Program in dolphin vigilance. Attend meetings on marine mammal care and training in accordance with Statement of Work. BIOSCIENCES DIVISION CAPS RESEARCH PROGRAM SERVICES CONTRACT. Paragraph 1.0. INTRODUCTION: The U.S. Navy maintains a collection of marine mammals that are used for fleet programs and research and development projects. The Biosciences Division, Code 35, SPAWARSYSCEN San Diego is conducting research and development sponsored by the Defense Advanced Research Projects Agency in a program on continuous assisted performance (CAPS). Paragraph 2.0. SCOPE: The scope of this contract is to serve as scientific knowledge resource and to provide professional presence for data collection on dolphin vigilance. Paragraph 3.0. APPLICABLE DOCUMENTS: Documents listed below shall form a part of this SOW to the extend specified herein: a.) Approved proposal for CAPS project (ABSTRACT). Paragraph 4.0. TECHNICAL TASKS: 4.1. Research. The Contractor shall be a PhD scientist with extensive experience with dolphin vigilance tasks. The PhD scientist will be involved in animal training and data collection as well as planning and equipment configuration for the CAPS project. 4.2. Teaching and Training. The contractor shall give periodic lectures and one-on-one interactions with dolphin trainers and scientific personnel of the Navy Marine Mammal Program relative to dolphin vigilance. 4.3. Other Support. 4.3.1. Research Support. The contractor shall provide scientific, clinical, and technical support to on-going SSC SD bioacoustic research and veterinary clinical enhancements such as: studies of acoustic safety, hearing, physiology, contaminant monitoring, infectious disease research, and reproductive management. 4.3.2. Marine Mammal Care-Training. Attend meetings as required by D35 and serve as a knowledge resource for scientists, veterinarians, trainers, branch heads and Division Head. Travel overseas may be required. 4.3.3. Miscellaneous Support. The contractor shall provide expertise and support for issues such as: effects of acoustics on Marine Mammal Systems operation, liaison with regulatory officials, representation at conferences, meetings, and scientific presentations upon request of the Biosciences Division D35. 4.3.4. Medical Records. Contractor shall review medical records, and will serve as a knowledge resource for veterinarians and scientists concerning individual animal records including sound spectrograms, magnetic records, video tapes, and transcribed summaries of written journal entries. Paragraph 5.0. OTHER CONSIDERATIONS: 5.1. Security. All research under this contract is unclassified. 5.2. Equipment and Material Requirements. All material and equipment necessary to accomplish technical tasks will be furnished by U.S. Government. 5.3. Travel: Travel authorized as follows (all departing from San Diego): Destination: Cancun, Mexico*, 4 days, 1 person, * Perdiem and local travel only. Destination: Newport Beach, CA, 5 days, 1 person. Destination: Washington, DC, 4 days, 1 person. 5.4. Technical Coordinator: The Technical Coordinator for this effort is Don Carder, 2351 (619 553-5253). 5.6 Place of Performance: The Contractor shall be prepared to perform the technical tasks of paragraph 4.0 anywhere in the United States and on any USN military deployment or scientific conference (including foreign countries). 5.7 Period of Performance. 9 months from date of award. Labor Category & Qualifications . Senior Clinical Scientist. 1. Education: (Mandatory) A. Graduate with a degree of Doctor of Veterinary Medicine (DVM) from a college accredited by the American Veterinary Medical Association. Must be licensed to practice veterinary medicine in California. To fulfill the scientific research review tasks the contractor should also have a PhD. -and- 2. Experience: (Mandatory). A. Twenty years (20) experience in marine mammal veterinary medicine and familiarity with Navy Marine Mammal Systems and medical care issues relating to transport, open water work, and physiological adaptation to diving and to different temperature regimes. To fulfil the knowledge resource and review functions of 4.0, be internationally recognized in marine mammal science as evidenced by scientific publications. B. Experience must include assessment and analysis of marine mammals diets and supplementation as well as sanitation practice for fish and squid procurement, storage and handling. C. Knowledge of animal bioacoustics and especially of the potential effects of underwater sound on marine mammals. Knowledge of proper behaviors needed for training of marine mammals for routine physical examinations and fluid sampling, knowledge of the proper techniques for routine and emergency ground and air transportation. D. Familiar with Microsoft Word, Power Point, email, and Meeting Maker or other interactive scheduling program. Facsimile quotations may be sent to (619) 553-1062.
