Description

The General Services Administration,(GSA)FTS, intends to negotiates a sole-source contract with Urban Logic, 1330 Avenue of the Americas, Suite 2200, New York, NY 10019. The contractor shall be responsible to provide: Calibrated Investor?s toolkit for spatial information systems. A new systematic approach using alternative investment criteria to value spatial data is needed. The contractor shall develop a toolkit that assesses the economic pay-off of spatial data and the risk involved in financing the collection of data. The economic payoff of investing in spatial information systems requires the following: 1)estimation of the benefits and cost of real-life applications of spatial data at a variety of resolutions to demonstrate the economic value of the information. 2)Estimation of the efficiency and validity of alternative financing mechanisms of statewide spatial data acquisition over a mapping program life cycle. This investor?s toolkit for spatial information systems must show: a) estimation of expected return on investment. b) reduction of uncertainty in the availability of spatial data as a capital asset c) indicators of macroeconomic and microeconomic measures of investment success d) identification of users, producers, and investors in a spatial data market place. Must be familiar with the Fed Geo Data Committee; Must be familiar with the mission of National Spatial Data Infrastructure; Must be familiar with the legal ramifications of the use of Spatial Data; Must have expertise with the financial instruments in the collection of spatial data; Must be familiar with the OMB Regulatory Committee regulations; Must be knowledgeable about USGS data dissemination, standards, and regulations Must be familiar with public finance economics. Interested offerors may identify their interest and capability to respond to the requirement. The NAICS Code is 54151. The contract will be a Firm Fixed Price, Performance base contract. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience relevant to fulfilling the above requirement. Capability statements shall include evidence that the firm has previous experience in providing this requirement. The offeror must describe at least three similar projects that their firm has worked on which are similar in scope and their outcome and at least two customer reference POC with telephone number for these projects. Please provide the statements via e-mail only to sandra.haynes@gsa.gov by 04 March 2002; 5:00 PST. This notice is not a solicitation, nor is it a formal Request for Proposal. Information receivedwill considered solely for the purposes of determining whether to conduct a competitive procurement. In the absence of responses from firms that believe that they have the capability to provide these services, GSA intends to negotiate with Urban Logic, 1330 Avenue of the Americas, Suite 2200, New York, NY 10019. GSA requires services will start on or about 30 January 2004.
