- Description
- This is a notice of intent to issue a Request for Proposal on a noncompetitive basis in accordance with 10 U.S.C. 2304 (c)(1) "Only One Responsible Source", to Wallops Executive Support Corporation, P.O. Box 87, Wallops Island, Virginia 23337 for a two month extension, April 1, 2002 through May 31, 2002, with four one-month options periods June 1, 2002 through September 30, 2002 under contract NAS5-97029. This proposed extension is necessary for the continued Management and Operation of the Management Education Center at GSFC, Wallops Flight Facility. The current contract is scheduled to expire on March 31, 2002. This extension will allow for the negotiation and award of the new ten year, award term follow-on Management Education Contract. Competition of this contract is not possible due to the short duration of the service period. Award of this extension to other than the imcumbent would likely result in disruption of services. Continued services with the contract are considered necessary for orderly and effective management and opertion of the Management Education Center. Interested organizations may submit their capablilities and qualifications to perform the effort in writing to GSFC/Wallops Flight Facililty and individual point of contact not later than 4:30 March 8, 2002. Such capabilities/qualifications will be evaluated solely for determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice solely within the discretion of the Government. Collect calls are not accepted. See note 26. See note 22. An Ombudsman has been appointed. See Internet Note "B".
