Description

The USDA, Agricultural Research Service (ARS), intends to negotiate a Firm Fixed-Price (commercial item) contract with Helena Chemical Company in Winchester, VA, to furnish and deliver agricultural (farm) chemicals to the USDA, ARS facility in Kearneysville, WV. The period of performance will be for one (1) year plus two (2) 1-year options beginning March 1, 2002. A list of items required for the base performance year is included (see Attachment 1). We will use these herbicides, fungicides, and pesticides (chemicals) for soil preparation and conditioning. Each chemical shall have a product label that states the following: ingredients, crop usage, re-entry time, and applicable Government regulations. The contractor shall provide one copy of the Material Safety Data Sheet (MSDS), if applicable. The Government shall not be responsible for obtaining the MSDS information. Delivery shall be F.O.B. Destination on March 15, 2002, to the USDA, ARS, Appalachian Fruit Research Station, 45 Wiltshire Road, Kearneysville, WV 25430. The Contractor's distribution facility must be located within 35 miles of the USDA facility. We shall perform acceptance at the delivery address. Interested offerors may submit a proposal, which this agency will be considered, however, a determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. THE GOVERNMENT ALSO RESERVES THE RIGHT TO AWARD THIS CONTRACT ON AN "ALL OR NONE" BASIS. Contractors with the demonstrated capability to furnish and deliver these items must submit the following on company letterhead: the requisition number, telephone/fax number, point of contact, a written substantive statement outlining the company's capabilities, and the Schedule of Items and pricing for the Base period of performance (Attachment 1). We require the contractor to quote the next highest pound or gallon when packaging demands. Contractors may fax this information to the Contracting Officer by February 26, 2002 at 12:00 p.m. (EST). This is not a request for proposal. No solicitation is available. The NAICS Code/Size is 325320/1,000 employees. This procurement shall be processed using Simplified Acquisition Procedures and FAR Part 12.
