Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a request for quotations #12QR4-020-02. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation 2001-04. Set aside for small business concerns. NAICS code: 334519, size standard: 500 persons. Supply one (1) Niton XL-700 Series/High Resolution Dual-Source Bulk Sample Analyzer. $________. The agency had determined that a Niton XL-700 Series/High Resolution Dual-Source Balk Sample Analyzer is the device essential to the Government's requirement. General Specifications: the device must be lightweight, less than 5 pounds and fully portable. It shall be hand held and to be carried easily for long distances. The unit must be self-calibrating. The unit will be packaged with compatible reporting program software, and must be capable of downloading results to a computer using window-based software. It must have back-lit LED or LCD display. Device shall have a memory capable of storing sampling results of at least 500 samples that can be downloaded at a later date. Batteries life shall be more than 6 hours between charges. Device shall be able to operate in an outdoor environment. Unit must display results within a few minutes and be in compliance with EPA Method 6200. All testing will be non-destructive in either In-situ or ex-situ locations. Unit shall be able to correct automatically for variations in soil-sample chemistry and density. It must be able to analyze at a minimum the following metals: Cr, Mn, Fe, Co, Ni, Cu, Zn, As, Se, Pb, Hg, Rb, Sr, Zr, Mo, Cd, Ba, Ag, and Sb. Accessories Specifications: ۰Unit shall come with rechargeable batteries with both AC and DE chargers. ۰Supporting cabling for computer connection. ۰Waterproof carrying case. ۰All necessary software and hardware for field use and calibration use. ۰Unit shall include a complete bulk sample collection and preparation accessories. ۰Vendor must provide face to face training. ۰Unit and accessories shall have an environmental safe carrying case. ۰Unit must have a warranty. ۰Includes a belt holster. ٠Vendor shall complete all necessary State and Federal licensing for Idaho, Utah, and Nevada. The only known source for this agency requirement is Niton, Inc. Reference FAR 6.302-1 (a) (2), Citation 10 U.S.C. 2304 (c) (1). Vendor must deliver FOB to the Council Ranger District, 500 E. Whitely Street, Council, ID 83612. The following FAR clauses apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial Item; 52.212-2, Evaluation-Commercial Item (paragraph (a) the evaluation criteria will be delivery date and price); 52.212-3, Offeror Representations and Certifications-Commercial Item; 52.212-4, Contract Terms and Conditions-Commercial Item; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Item.
