Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-04***** The associated North American Industrial Classification System (NAICS) code for this procurement is 332919, with a small business size standard of 500 employees. This acquisition is unrestricted and all interested, responsible businesses may submit a quote.*****The National Institute of Standards and Technology (NIST) has a requirement for the Replacement of two (2) Condenser Water Return Valves with High Performance Butterfly Valves.*****All interested quoters shall provide a quotation for the following Line Items: Line Item 0001: Quantity two (2) High Performance Butterfly Valves, including replacement of existing valves with new valves. The High Performance Butterfly Valves shall be provided by the Contractor and installed in accordance with MASTERSPEC SECTION 15110 - VALVES, dated 6/99, as stated in the RFQ attachment which is located at http://www.fedbizops.gov/ under solicitation number SB1341-02-Q-0266; and Line Item 0002: Description of commercial warranty.*****Delivery shall be FOB Destination. Replacement/Installation of valves shall be completed within 90 days after receipt of order (ARO).*****A site visit will be held on Tuesday, March 5, 2002, at 10:00 AM. Attendees will first assemble in Building 301, in the room adjacent to the Cafeteria, and will later continue on to Building 302, the Central Utility Plant, which is the actual site of the valve replacement. NOTE: Prospective quoters are strongly encouraged to attend the site visit.*****Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2-Evaluation of quotations or offers. Award will be made based on vendors' (A) Technical Capability to Meet Specifications (vendors shall address all Line Items and Specifications, and shall provide indication of understanding and ability to meet requirements, including provision of catalog cut sheets of proposed valves); (B) Past Experience (vendors shall provide indication of past experience with mechanical piping work. Only vendors with at least five (5) years experience in mechanical piping work will be considered for award); and (C) Price. (A) and (B), when combined, are more important than (C).*****The Government anticipates awarding one purchase order resulting from this combined synopsis/solicitation to the responsible vendor whose quotation, conforming to this synopsis/solicitation, will offer the BEST VALUE to the Government, price and other factors considered.*****The following provision applies to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items.*****The following clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items including subparagraphs: (11) 52.222-21, Prohibition of Segregated Facilities; (12) 52.222-26, Equal Opportunity; (13) 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; (14) 52.222-36, Affirmative Action for Workers with Disabilities; (15) 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; (16) 52.222-19 Child Labor - Cooperation With Authorities And Remedies; (19)(ii) 52.225-3, Buy American Act-North American Free Trade Agreement-Israeli Trade Act-Balance of Payments Program; (21) 52.225-13 Restriction on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121, and 13129); and (24) 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. FAR Clause 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements also applies to this acquisition.
