Description
The Federal Aviation Administration (FAA) has a requirement for analytical, mathematical modeling and technical engineering support services on an on-call basis. An Indefinite Delivery/Requirements type contract for a one year period with option provisions to renew for four (4) additional one year periods is contemplated. These services are in support of the following National Airspace System (NAS) subsystems and related requirements: Global Positioning System (GPS), the Instrument Landing System (ILS), the Loran-C Navigation System, the Very High Frequency Omni-Range navigation System (VOR) and the Microwave Landing System (MLS) with emphasis on spectrum management criteria including but not limited to the effects on system performance of collocated subsystems; the effects of site terrain and restrictions; analytical, modeling and measurement support of radio-frequency interference predictions and other spectrum management issues and technical support of the spectr! um allocation and management programs of the International Telecommunication Union (ITU). The North American Industry Classification System (NAICS) is 541330. <P> These services are only known to be available from Ohio University, Avionics Engineering Center, Stocker Center, Athens, OH because of their technical expertise, technique, knowledge and capability in the following areas: Global Positioning System, particularly detailed knowledge of constellation availability, proposed techniques such as Special Category 1, Wide Area Augmented System (SCAT-1, WAAS) for implementing differential GPS, calculation of spectral densities for any digital or analog modulation method proposed for the differential datalink, and the interference potential of the differential datalink and L-Band sources for all categories of GPS operation from enroute to Category IIIb precision Approach/Landing; Instrument Landing System, particularly modeling of type B2 (brute force/desensitization), type A2 (adjacent channel) and type B1 (intermodulation) interference to the ILS localizer from the FM Broadcast Band (88-108 Mhz); the Loran-C Navigation System, partic! ularly it's use as a supplemental NAS element serving enroute, terminal approach phases of flight, with emphasis on system performance assurance optimization and integrity; VOR, particularly modeling of type B2, type A2, and type B1 interference to the VOR from the FM Broadcast Band (88-108 Mhz); MLS, particularly angle and coverage characteristics, multipath and site anomaly predictions; System engineering, specifically applied to navigation and landing systems; Landing systems, siting and performance criteria and siting optimization methods; Software engineering, including but not limited to modeling and simulation of ILS/VOR signal characteristics, GPS signal characteristics, MLS angle, data and precision distance-measuring (DME/p) functions, Loran-C signal characteristics, and interference protection criteria adopted or proposed for national or international use; Detailed current knowledge of the spectrum allocation and management programs of the International Telecommun! ications Union; Detailed current knowledge of the ongoing work programs of the International Civil Aeronautics Organization (ICAO), All-Weather Operations Panel (AWOP) and Obstacle Clearance Panel (OCP). Ohio University, Avionics Engineering Center, also possesses extensive facilities and equipment that is required in the performance of the proposed service including the following: Airport facilities equipped with operational ILS, VOR, and MLS subsystem beds and capable of mounting experimental equipment for evaluation including portable VOR facilities for GPS-based Special Category I (SCAT-1) interference testing and DGPS ground equipment; aircraft equipped with the full range of instruments capable of category II operations and detailed evaluations of MLS, ILS, VOR, GPS, and Loran-C signals and on-line processing of flight data including the ability to conduct flight tests of code-phase and kinematic-phase differential GPS; ground test capabilities for MLS, ILS, VOR, and! GPS signals. <P> Other concerns having the ability to furnish the above property/ services are requested to give written notification (including the name and telephone number of a point of contact) to the procuring office listed in this notice, with reference made to market survey file #0206433, within 30 calendar days from the date of this publication. Responses to the CO's Vendor List on the Contract Opportunities page will not be accepted, as the vendor must provide specific documentation in order to be considered for this requirement. Responses containing only company brochures, catalogs or other type of generic information will not be evaluated. <P> For the above criteria, all experience indicated should include relevant experience over the last three years (including a description of work performed), the contract number, the identification of the government or commercial agency for which the work was performed (identify all efforts performed as a subcontractor), and the name, title and telephone number of the contracting officer and the contracting officer's technical representative. The response addressing each of the above criteria should be limited to twenty (20) pages excluding attachments. Statements that data will be obtained or developed are not acceptable. Only those responses providing the required documentation in response to this market survey will be considered prior to further acquisition action by the Government. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether to conduct a ! competitive procurement. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services.
