- Description
- The Federal Aviation Administration (FAA), New England Region, intends to request design-build qualifications and offers for the design and construction of an Airport Traffic Control Tower (ATCT) and Administrative Base Building at Stewart International Airport, Newburgh, NY. The estimated cost range for the design and construction is between $5,000,000 and $7,000,000. The total performance time is 730 calendar days after receipt of the Notice to Proceed. <P> The work shall include the design and construction of the following: <P> 1. ATCT: 93? AGL to the floor, 111? overall; steel frame; EIFS exterior; PVC roof; caisson, pile or mat foundation; cable elevator; equipment consoles in cab. Design will be adapted from an existing FAA design. 2. Base Building: Single story, 6200 square feet; CMU construction; storefront glass; PVC roof; containing administrative offices; conference room; breakroom; toilet rooms; shower/locker room; storage rooms; electrical and mechanical equipment rooms; electronic equipment room with raised floor. 3. Site Work: Parking area for 20 cars; connections to utilities (i.e. electric, water, sanitary, gas); sidewalks; lighting; fuel tank. 4. Engine Generator Building: Includes installation of Government Furnished Engine Generator. 5. Link Structure: Enclosed structure connecting ATCT and Base Building. 6. HVAC: Hydronic heating/cooling for both ATCT and Base Building; central plant located in Base Building; fire suppression system; stairway pressurization fan in ATCT; c! entral vacuum system. 7. Electrical: Essential/nonessential power systems; protective device coordination study; Class A, fully addressable fire detection and alarm system; grounding, bonding and lightning protection. <P> The Design/Builder will be selected through a competitive procedure using two stages: a Request for Design-Build Qualifications (RFQ) and a Request for Design Build Offers (RFO). Interested firms can obtain a copy of the RFQ by forwarding a letter request to the FAA New England Region, Acquisition Management Branch, ANE-55, 12 New England Executive Park, Burlington, MA 01803, Attn: Carol Granberg, (telephone 781-238-7657), or FAXing a letter request to 781-238-7654. Letter requests will be accepted until close of business, 3 pm local time, on March 1, 2002. The RFQ will be issued on or about March 18, 2002 and the deadline to submit a statement of qualifications in response to the RFQ will be April 5, 2002. The factors to be evaluated include organizational/key personnel, specialized experience/performance history, and company resources. The information obtained from the RFQ will be evaluated by the FAA and the four most highly qualified firms will receive a Request f! or Design Build Offers (RFO). It is anticipated that the RFO will be issued on May 13, 2002 and Offers will be due on July 8, 2002. The anticipated start date for the design/build contract is September 9, 2002. <P>
