REQUEST FOR PROPOSAL Quality Assurance and Quality Control in Transit Projects Agency: National Transit Institute Rutgers, The State University of New Jersey University Procurement & Contracting Administrative Services Bldg III 3 Rutgers Plaza New Brunswick, New Jersey 08901 FP012 ATTN: Cindy Johnson, Buyer Phone: (732) 932-4375 ext 2309 Fax (732) 932-4390 E-Mail: cindyj@rci.rutgers.edu Date for receipt of proposals: Friday, April 26, 2002 The National Transit Institute (NTI) is seeking proposals to develop and deliver a training course entitled ?Quality Assurance and Quality Control in Transit Projects.? The proposed course will provide an overview of the essential elements of quality assurance and quality control in transit projects and address the inter-relationships and balances among the quality, costs, and schedules. This course is intended to review and expand upon the Federal Transit Administration?s (FTA) February 2002 Quality Assurance and Quality Control Guidelines. It will also address the various perspectives for quality from an owner, consultant, contractor, vendor, and user points of view. The FTA spends about $25 million per year to finance the Project Management Oversight (PMO) Program which is to protect the federal investment and ensure the standards of quality on FTA-funded projects such as design and construction, procurement, testing, software development, and communication systems. This training course will compliment the work undertaken by the PMO Program and will be the first stand-alone course in quality offered by NTI to the transit industry. The course will be offered to current and new transit professionals that engage in federally funded activities. The course will be particularly beneficial for grantees, FTA staff, consultants, contractors, and vendors. Telephone requests are unacceptable. RFPs will not be faxed. Requests will be honored if received by March 21, 2002. RFPs will be mailed out shortly thereafter.
