- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number F25600-01-T-0034 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-04. This procurement is set aside for small business. The North American Industry Classification System (NAICS) code is 235210. The business size standard is 11.5mil. Offutt AFB intends to issue a purchase order for Re-Striping the Roads at Offutt AFB. SCOPE: The work covered by this statement of work consists of furnishing all labor, equipment, material, and in performing all work required to properly mark all roads on Offutt Air Force Base (AFB) including Base Lake Road. 2. APPLICABLE PUBLICATIONS: The following specifications and publications of the issue in effect at the time of invitation for bids form a part of this specification, except that in cases of conflict this specification will be the governing document. Federal Specification Standards: TT-P-1952D 7 Jun 93 Paint, Traffic and Airfield Marking, Waterborne TT-B-1325C 1 Jun 93 Beads (Glass spheres, Retro- Reflective, Type I, 1.5 Index of refraction, Gradation A (Coarse, Drop On) 3. LOCATION OF WORK: The work location is all roads on Offutt AFB to extend to and include the white line running perpendicular to the flow of traffic at the exterior of all base entry and exit gates. (in line with the perimeter fence). Work includes the Base Lake Road. 4. TEMPORARY SERVICES: The contractor shall provide and maintain any temporary services, including but not limited to water, power, lighting, access provisions, fire extinguishers, and weather enclosures. Remove temporary services when the use of services is no longer needed. 5. USE OF UTILITIES: All reasonable quantities of utilities will be made available to the contractor without charge. Any temporary connections or lines that may be required will be installed, maintained, and removed by the contractor at his own expense and in a manner satisfactory to the Contracting Officer. Removal of such connections or lines will be accomplished before final acceptance of the project. 6. MATERIAL SPILLAGE: All hazardous, non-hazardous, and regulated materials shall be carefully handled during use storage, and transportation to and from the construction areas to prevent spillage. a. All non-hazardous and non-regulated material spillage shall be immediately and thoroughly cleaned up and removed from the confines of Offutt AFB at the end of each day. b. In the event of a spill of hazardous or regulated material, the contractor shall immediately notify the Offutt AFB Fire Department (294-3582), The government construction inspector, and the contracting officer. The contractor shall be responsible for the immediate and long term clean up of all spilled material and associated media. Clean up of spills shall be under the supervision of either the Base Fire department, the Base Spill Response team, or 55 CES/CEV and the government construction representative. Clean up of spilled material shall be in accordance with the state of Nebraska regulation Title 128- Rules and Regulations Governing Hazardous Waste Management in Nebraska and Title 40 of the Code of Federal Regulations, Section 260-280 (40 CFR 260-280). Waste spill material shall be disposed of in accordance with the section titled Disposal of Regulated Waste. 7. DELIVERY AND STORAGE OF MATERIAL: The contractor shall use only established roadways, entrances, and exits as prescribed by the representative of the Contracting Officer. Materials and equipment shall be stored only in designated areas and shall be transported directly to and from the construction site under strict regulations as prescribed by the Government Construction Representative. 8. MATERIAL SAFETY DATA SHEETS: Within 7 days after notice to proceed and prior to acquisition of materials and equipment, the contractor shall submit 7 copies of Material Safety Data Sheets (Department of Labor Form OSHA-20) for all hazardous materials to be used by the contractor on this job. ?Hazardous Materials? shall be any material including its mixtures and solutions, that is included in the most current listing of any of the following: a. Department of Transportation (DOT) hazardous material listing found in 49 Code of Federal Regulations (CFR) 172,Hazardous Materials Table; b. Superfund Amendments and Reauthorization Act (SARA) Section 302, Extremely Hazardous Substance Listing, found in 40 CFR 355, Appendices A and B c. Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) Hazardous Substances Listing, found in 40 CFR 372, Table302.4; d. SARA Section 313, Toxic Chemicals Listing, found in 40 CFR 372; and e. Resource Conservation and Recovery Act (RCRA) Hazardous Wastes as defined in 40 CFR 261. 9. CLEAN UP: Clean up of all items shall be accomplished by the end of each day. Debris, Trash, and items removed and to be disposed of shall be removed from the work site and storage areas at the end of each day?s work and disposed of outside the confines of Offutt AFB, in a contractor provided area. The contractor will also be responsible for cleaning mud, rock, and debris deposited by contractors, subcontractors, or suppliers vehicles from all base roads used by these vehicles. 10. WORK SCHEDULE: Working hours for the contractor will normally be between the hours of 8:00 a.m. and 5:00 p.m., excluding Saturdays, Sundays, and Federal Holidays. If the contractor wishes to work during the periods other than above, additional Government inspection forces may be required. The contractor must notify the Contracting Officer sufficiently in advance of his intention to work during other periods to allow assignment of additional inspection forces when the Contracting Officer determines that the additional inspection force is reasonably available. If such force is reasonably available, the Contracting Officer may authorize the contractor to perform work during periods other than normal duty hours/days; however, if inspectors are required to perform in excess of the normal duty hours/days solely for the benefit of the contractor, the actual cost of overtime inspection will be charged to the contractor and will be deducted from the final payment of the contract amount. 11. TRAFFIC INTERUPTION: The contractor shall submit in writing a plan of scheduled work areas and days and how he intends to control traffic in these areas at these times and what if any affect there will be on normal traffic flow. The Contracting Officer will determine with advisement from the Base Security Forces if the plan is acceptable. If there will be deviations from the plan due to weather or Government requirements the contractor will inform the Contracting Officer of the adjusted plan as soon as the revised plan is available. No work will be accomplished without approval of the Contracting Officer. 12. COORDINATION: All work shall be coordinated through the Base Security Forces to ensure there will be minimal affect on the day to day operations on the streets to be marked during the specified period of time. This coordination will be overseen by the Contracting officer and the construction inspector assigned. 13. REMARKING/PAINTING WORK: Paint removal shall be completed before painting begins see paragraph 18 Surface Preparation. Remark all previously striped base streets to include center and lane lines, edge lines, all driving and turning lanes as currently striped. The crosswalks, stop lines, all turn arrows and other markings to include the (ONLY?s) on all pavement will be remarked. The white lines running perpendicular to the flow of traffic and in line with the base perimeter fence will also be remarked as is. Remark Base Lake road centerline and edge lines. 14. MATERIALS: Materials used shall comply with the provisions of applicable related specifications and purchase descriptions listed herein. Paint shall be homogenous, easily stirred to smooth consistency, and shall show no objectionable characteristics due to prolonged storage. The composition and quality of the paint shall be such as to produce a strong and adherent binder for the reflective media, form a firm bond with the pavement on which applied, and have sufficient resistance to weathering and traffic. a. Pigmented Binder: Pigmented binder (paint) covered by Federal Specification TT-P-1952D shall be used for reflective and non-reflective markings b. Reflective Media: Reflective spheres with a reflective index of not less than 1.5, as covered in Federal Specification TT-B-1325C, Type I, 1.5 Index of Refraction: Gradation A (Course Drop-on) shall be used for reflective markings. 15. RATE OF APPLICATION: Pigmented Binder, referred to in paragraph 14 above, shall be applied at a rate of 1 gallon spread evenly over existing painted pavement area of 120, ? 5 square feet for both reflective and non-reflective markings. This is equivalent to 12 to 14 mils wet thickness or 7 to 8 mils dry thickness. Reflective Media: Reflective glass spheres shall be applied uniformly to wet paint on roads and streets at a rate of 6 pounds of glass spheres for each gallon of paint. The maximum acceptable tolerable level for both types of pavement shall be ? .5 points of glass spheres per gallon of paint. 16. EQUIPMENT: a. Paint Applicator: The equipment for applying the paint is to be self propelled or mobile drawn pneumatic spraying machine with an arrangement of atomizing nozzles capable of applying in a single pass, a line 4 inches to 6 inches in width. The applicator is to be capable of applying the line at a speed of not less 4 miles per hour. The machine is to be capable of applying the paint at the rates specified in paragraph 14 at an even and uniform thickness, with clear-cut edges. The paint applicator is to have a paint reservoir or tank of sufficient capacity to apply paint as prescribed by the requirements of this specification. The spray mechanism will be operated by means of quick opening and closing valves conveniently located and will include the necessary pressure regulators and gauges in full view and reach of the operator at all times. The paint applicator will be readily adaptable for attachment of an air-actuated dispenser for the reflective media. Paint strainers will be installed in the paint supply lines to ensure freedom from residue and foreign matter that may cause malfunction of the spray guns. b. Reflective Media dispenser: The dispenser for drop in of reflective media will be attached to the paint dispenser and operated automatically and simultaneously with the paint applicator through the same control mechanism. The dispenser will be designed to provide uniform flow of reflective media at the established rate of coverage, as indicated in paragraph 15 above, regardless of the speed of the paint applicator to which it is attached. The dispenser should be timed with a delay shut off after the paint such that a full application rate of reflective media is applied all the way to the edge of the painted area. c. Paint Removal. The equipment used in the removal process shall be mounted on pneumatic tires and shall remove deposits of paint without causing damage to pavement surfaces, joints, or joint and crack seal material. 17. WEATHER LIMITATIONS: The paint and reflective media, or the paint alone shall not be applied to damp or wet pavement surfaces, or when inclement weather threatens to interrupt normal progress of work. Paint shall not be applied when the ambient temperature is below 50 ?F or exceeds 95 ?F, when the relative humidity exceeds 90 percent nor when the wind velocity exceeds 15 miles per hour. 18. SURFACE PREPERATION: a. Paint Removal. The Contractor is required to remove 85 percent of the paint buildup from designated areas of roadway pavement. Paint shall be removed by high-pressure water and/or grinding. The Contractor may inject sand as an abrasive into the high-pressure water system. The use of environmentally acceptable chemical agents or high velocity impact removal shall be considered on a case-by-case basis. Use of any chemicals or impact abrasive in the removal process must be approved in advance by the CO. The Government specifically reserves the right to reject the use of any paint removal process which the CO determines may pose unnecessary risks to human health, or the environment, as a result of its use, storage, or disposal. b. Test Strip Demonstration. The Contractor shall test all equipment and demonstrate on the designated pavement work areas the proposed method to be used to remove paint. The Contracting Officer (CO) will designate a test strip within the work area. The test strip shall be as wide as the full operating width of the equipment and long enough to determine the operating parameters of the vehicle(s) and equipment to be used for the work. The test strip shall be used to demonstrate the effectiveness of the Contractor?s methods and equipment to satisfactorily remove paint deposits from the pavement surfaces at the specified removal rate without damaging the pavement surface. The CO and/or CO?s representative(s) shall be present at the test area to examine the pavement texture obtained on the test strip. The test strip shall be the measure of performance required of the Contractor for the paint removal project. The Contractor shall not proceed with the work until the results of the test strip are satisfactory to the CO or authorized representative. c. Pavement Damage Repair. Any damage to the pavement surface, joints, joint and crack seals, or other Government property incurred during the performance of the work shall be repaired by the Contractor at the Contractor?s expense. Repair methods and materials shall be approved by the CO prior to performance of the repairs. Repairs shall be completed within the performance period for the contract. d. All surfaces to be marked shall be thoroughly cleaned immediately prior to application of the paint. Dust, clay, silt, and other granular surface deposits shall be removed by sweeping, blowing with compressed air, rinsing with water, or a combination of these methods, as required 19. APPLICATION OF PAINT AND REFLECTIVE MEDIA: a. After the surfaces to be painted have been prepared in accordance with paragraph 18 above, the paint binder shall be applied at a rate of coverage specified in paragraph 15 above. The width of the lines should match the existing in place. Workmanship shall conform to the best commercial practices consistent with these specifications. Completed work, as well as work in progress, is subject to the Contracting Officer or designated representatives approval in all respects. Areas not properly painted shall be repaired at no additional cost to the government. Any spilled paint shall be cleaned from the paved areas to the satisfaction of the Contracting Officer or designated representative and this clean up must meet all requirements in paragraphs 6 and 9 above. The contractor shall keep the premises clean at all times. Paint, empty containers, and other material or equipment shall not be stored or allowed to accumulate on or near the paved areas. b. Reflective Media: Drop in application of the glass spheres shall be accomplished in such a manner to ensure that the reflective media is evenly distributed at the specified rate of coverage. Application of the reflective media shall immediately follow the application of the paint binder. Should there be a malfunction of either the paint applicator or the reflective media dispenser, operations shall be immediately discontinued until the discrepancy is corrected. The area painted during malfunction of the equipment shall be corrected at no additional cost to the government. 20. PROTECTION OF WORK: Newly painted surfaces shall be protected from damage by vehicles during the time required for paint to harden sufficiently to withstand traffic. Contractor shall provide and place traffic cones along the vehicle drive lanes and centerline to alert or divert vehicle traffic in order to protect painted surfaces until paint dries. During periods of high wind, 15 miles per hour or greater, painting shall be discontinued. Any damage to newly painted markings because of contractor?s failure to provide adequate protection, shall be repaired by him at no additional cost. 21. JOB SITE VERIFICATION: The dimensions and quantities that follow are provided to the contractor for approximation purposes only. Failure to field verify the dimensions and quantities will be at the Contractors risk and shall not relieve the Contractor from accomplishing the work required by the contract at the price awarded by the government. The approximate amount of existing paint to be removed is 2,500 liner feet. The approximate amount of white solid line is 32,300 linear feet. The approximate amount of white dashed lines is 16,500 linear feet of road distance. The approximate amount of yellow solid line is 31,850 linear feet. The approximate amount of double yellow solid line is 12,075 linear feet. The approximate amount of yellow dashed line is 7050 linear feet of road distance. There are approximately 56 arrows of different configurations (left, right, left and straight etc.) There is approximately 2,076 feet of road surface that requires crosswalks. The approximate amount of stop line is 1,400 linear feet. 22. GUARANTEE: Any work found to be defective because of either poor workmanship or defective materials which may be evident within a period of 60 days or less from acceptance, shall be replaced by the contractor at no additional cost to the Government. Indications of defective workmanship or materials include, but are not limited to, poor adhesion to the pavement surfaces, checking, cracking, peeling, discoloration, and excessive loss of reflective media. This is not to be construed to include wear, damage, discoloration, or injurious effects from normal exposure to the elements and traffic. This is not to over ride any other guarantee that may be required by other Federal Acquisition Regulations. END STATE OF WORK. The Period of Performance will be 29 April 02 to 13 May 02.
