- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation shall not be issued. This solicitation F29650-02-Q-0037 issued as a Request For Proposal (RFP). This solicitation and the incorporated clauses and provision are those in effect through the Federal Acquisition Circular 97-27. The North American Industry Classification System (NAICS) code is 334413 with a size standard of 5 million. The proposed procurement listed herein is 100% small business set-aside. The 377TH Contracting Squadron at Kirtland AFB (KAFB), NM intends to award a competed acquisition utilizing Simplified Acquisition Procedures. STATEMENT OF WORK (SOW): Service requires a contractor to manufacture a detector. The customer will supply the wafer to the company that has been backside polished. The contractor will take the wafer and build a detector from it. The service will be divided into four Contract Line Item Numbers (CLINS): CLIN 0200, Indium Bump Mask Design and Fabrication: The contractor shall develop a mask that will determine the detector?s layout. The mask will be used to do the indium bumping on the detector wafer and on the Read-Out Integrated Circuit (ROIC) wafer. The end user will provide the detector wafer (2 or 3 inch wafers), which have been backside polished. Backside polish means the back is polished, but the wafer is not thinned. The thickness is between 0.4 to 0.7 mm. Prior to starting work, the end user will provide a scrap QWIP wafer or piece of a scrap that has been backside polished. Quantity: 1 each X Estimated Price $_________________=TOTAL FOR CLIN 0200$___________. CLIN 0201, Indium Bumping for 1 QWIP detector wafer (not included): The contractor shall process with indium bumps. Quantity: 2 each X Estimated Price $_________________=TOTAL FOR CLIN 0200$___________. CLIN 0202, Indium Bumping for ISC9705 ROIC detector wafer (not included): The contractor shall process with indium bumps. Quantity: 1 each X Estimated Price $_________________=TOTAL FOR CLIN 0200$___________. CLIN 0203, Hybridization of two pieces (QWIP detector and ROIC detector wafer) to produce Focal Plane Arrays: The contractor shall hybrize the detector and ROIC wafer. It required the contractor to align the two wafers and fit them together so their indium bumps touch each other. Epoxy is used to fill the space between the two wafers to hold them together. The finished detector will be position in a camera. Quantity: 2 each X Estimated Price $_________________=TOTAL FOR CLIN 0200$___________.
