- NA The U.S. Army Corps of Engineers intends to award a competitive contract for the following: STATEMENT OF WORK PUBLIC WORKS DIGEST TASK TITLE: Provide cover/text design services and some proofing/editing as required to produce the Public Works Digest. 1. BACKGROUND: The Public Works Digest is a collection of articles that provides technical information, lessons learned and guidance on the public works business to installations worldwide. The Digest will be produced seven (7) times under this contract. 2. SCOPE: The contract is to be bid on a page by page basis of total work for six issues. Potential contractors should consider in their bids unexpected layout changes due to fast-breaking news, changes in policy, and late submissions. Line Item Costs in clude, but are not limited to, the following: Design/layout per page (excluding cover) Cover art/design Per grayscale photo scan Per digital image translation/extraction Text translation per issue Per custom diagram/graph/chart/table Per clip art or art retrieved from websites Author?s alterations per line Per Acrobat pdf file generated for Internet (low resolution ? Acrobat 3.0) Per Acrobat pdf file generated for press (high resolution ?Acrobat 4.0) Custom icons/section head art per new section The scope of the contract will follow the established style of the current Public Works Digest using desktop publishing methods and software. The contractor shall provide graphic and design services for publication of seven issues of this newspaper. In ad dition, the contractor could be asked to provide some editing/proofing services. Each issue will average from 28 to 44 pages and will be completed to allow distribution to readers by the last week of the first month and no later than the first week of the second month of production. The TPOC will provide: Articles: All articles and/or material for all articles. Photos: All photos to be used, but the contractor will do all cropping, scanning and sizing. The editor will also provide cut lines. The established format/style for the Public Works Digest, to include layout, design, spacing, headlines, copy types and sizes will be continued when the contract is awarded. Exceptions to the established format will be made for creative pieces that must b e presented in alternative ways. One color (black); no edge bleeds; page size 8 ?? x 11? Fonts to be used: Body copy?Janson Text and bold Headlines, Section heads-- Impact Text will be provided via floppy disk or e-mail as Word files 3. DELIVERABLES: The basic process for performing the work is as follows: a. Editor presents articles/graphics to contractor for design. b. Contractor submits designed copy to editor for approval by e-mail, FAX copy or hard copy by overnight mail. (2 to 3 working days) c. Editor submits corrections/changes to contractor for final design. (1 to 2 working days) d. Contractor designs front and back covers based on suggestions from editor. (1 to 2 working days) e. Contractor makes all final changes and submits final file to web master and print contractor. (1 working day). f. Revisions are dictated to the contractor by phone, and consist mainly of typographical and editorial changes. Occasionally, art or layout must be revised or a last-minute article inserted or pulled. g. The performance by the contractor and the quality of work delivered, including services rendered in support thereof, shall meet generally accepted professional standards and are subject to inspection, review and acceptance by the Technical Point of Cont act. h. The contractor is expected to effectively demonstrate knowledge of good layout and design practices by assessing the impact of photos, theme of articles and photos, and importance of subjects in the photos by creatively sizing and placing the photos on the page based on their content. 4. PERIOD OF PERFORMANCE. Work will begin upon iss uance of contract and shall terminate 31 March 2003. 5. CONTRACTOR FURNISHED PROPERTY. The contractor shall be responsible for providing all materials, hardware, software, and supplies necessary for the execution of all work under this order. Contractor will generate and submit Acrobat pdf files for: a. Proofs (also can be sent by FAX or laser outputs with overnight delivery) b. Final version to be posted on Internet must be e-mailed to Web personnel c. Press-ready version sent to print contractor on Zip disk or compact disk d. Contractor will generate custom cover art based on a concept suggested by the editor. e. Contractor will generate custom diagrams, graphs, charts, tables and artwork to accompany articles as needed. This is a combined synopsis/solicitation per FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DACA72-02-T-0007, which is a request for quotation (RFQ). NAICS code is 541430, size standard is $5.0 million. Quotes shall be submitted as follows: Clin 0001 7 EA @ $_____________ Total____________. Incorporated provisions and cla uses are those in effect through Federal Acquisition Circular 2001-04. FAR provision 52.212-1 applies to this acquisition, offer shall be evaluated for fair and reasonable price, adherence to applicable clauses, and provisions.
