Description
NA Sole Source Commercial Item for Non-Discarding SABOT Technology testing. The United States Army Yuma Proving Ground (USAYPG), AZ intends to negotiate a new contract on a non-competitive basis with the Institute for Ballistic Research/Laser II, LLC, 2160 Gr aybill St, Chugiak, Alaska 99567 for Non-Discarding SABOT Technology testing, test support and performance data. SIC Code is 3482/NAICS 332992, 1000 employees or less. Due to proprietary data rights on their physical interlock system (SABOT Technology), no technical data package exists, no written solicitation will be issued and this acquisition will be awarded as a modified commercial item under the provisions of FAR Part 12. Laser II LLC is the only firm capable of conducting the testing due to proprietar y data rights on the Non-Discarding SABOT technology. DELIVERABLES: Physical testing and support may be performed at both at United States Army Yuma Proving Ground in Arizona and at Cold Regions Test Center (Delta Junction, Alaska). The scope of the contr act shall consist of the development and delivery of test plans for the Non-Discarding SABOT Technology testing, involve the testing of no less than 100 projectiles using this patented system, provide on-site test support for up to three test missions with the government, required travel, and deliver interim and final test data report (manufacturing feasibility study) by 31 October 2002. FAR and DFARS Clauses/provisions through FAC 2001-04 are applicable to the subsequent award. Commercial Items; 252.212-7000 Offeror Representations and Certific ations--Commercial Items; 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. USAYPG intends to make award to Laser II, LLC no later than 1 March 2002. If you r firm possesses the capability and access to such data rights to use and conduct non-discarding SABOT technology testing, your firm must provide written evidence of access to the data rights, resumes? and capability of personnel to conduct such testing, p ricing information, legal company name, mailing address, POC, phone/fax, Email address, business size, DUNS number, CAGE code, Tax ID number and Contractor Certifications IAW commercial items clause above. All written proposals, addressing all items above received no later than 4:00 PM, MST on 28 February 2002will be considered. Proposals received after that date and time shall not be considered.
