Description
The National Institute of Standards and Technology intends to procure on a sole source basis with Dr. Lawrence Iwaki, No. Potomac, MD for technical research in time-resolved investigations of biomolecular structural changes in condensed-phase systems, under the authority of FAR 13.106-1(b) ONLY ONE SOURCE REASONABLY AVAILABLE. Specific tasks include: 1) building and testing of femtosecond/nanosecond pump - THz probe experimental apparatus; and, 2) investigating novel model systems and/or small peptides or DNA's by using the pulsed THz spectrometers complemented with ab initio molecular modeling. A 5-10 pp. written report is expected monthly detailing all work performed, experiments attempted or completed and results obtained. The Contractor possesses the advanced training and background capable of providing the required established experimental and theoretical expertise in using ultrafast laser techniques for the spectroscopic study of molecular dynamics, infrared absorption, and modeling of vibrational processes in various material phases including liquids, liquid-surface, and solid phases. He has demonstrated a complete up-to-date understanding of nanosecond, picosecond, and femtosecond lasers, laser spectroscopy, THz generation and detection using nonlinear optics, software/hardware development and its implementation for far-infrared spectroscopic data acquisition, and the ability to theoretically model experimentally obtained ultrafast transient THz spectra. A firm fixed price purchase order is expected to be awarded by March 1, 2001. The period of performance will be three (3) months with one (1) possible 3 month option period to investigate broadband far-IR spectroscopic studies of transiently excited acid-base species and vibrational energy transfer to hydrogen bond stretching modes produced by mid-IR or UV-VIS pulse-initiated reactions. This notice of intent is not a request for competitive quotations; no competitive solicitation will be issued; however, the Government will consider all quotes or other information received by 02/27/02. A determination by the Government not to compete this procurement based upon responses to this considered solely for the purpose of determining whether to conduct a competitive procurement notice is solely within the discretion of the Government.
