- Description
- The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with The Children's Hospital of Philadelphia (CHOP) to conduct child passenger safety research that builds on data and findings from the surveillance system maintained by CHOP under their Partners For Child Passenger Safety Study. The objective of this requirement will be to develop information for strategic decision making purposes in the area of child passenger safety. This will be accomplished through analyses of survey and crash investigation data within the Partners For Child Passenger Safety surveillance system, and conducting research that clarifies or extends findings from the surveillance system. Two (2) types of research activities will be covered under this requirement: 1)selected analyses of survey and crash investigation data contained in the Partners surveillance system; and 2)qualitative research studies that provide context and interpretation to the surveillance system findings, or provide information for intervention strategies related to the surveillance system findings. Interested parties shall demonstrate their capabilities to perform the requirement as specified. Expressions of interest without sufficient detail to permit evaluation of one's ability to accomplish the requirement will not be considered. No telephone calls or oral communications will be accepted. This notice of intent is not a request for competitive proposals nor is a Request-for-Proposal currently available. It is anticipated that an Indefinite Quantity Type Contract will be awarded for this effort. The anticipated period of performance is for five (5) years, a base period of three (3) years, and two (2) one (1) year option periods. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive contract. In the absence of responses from interested firms demonstrating the required capability, NHTSA intends to request a proposal from Children's Hospital of Philadelphia (CHOP) on a noncompetitive basis for the work described. The listed procuring office must receive responses within 15 days from the date of publication of this notice.
