- 66--Intent to negotiate non-competitively with Tecniplast USA, Inc., Phoenixville, PA to furnish and install one (1) Ventilated Mouse Rack, Model 2L96MAC30CACP 96 Cage, complete with Cage Body, Wire Bar Lids, Covers with Filter Paper, Water Bottles, Sipper Tubes, Cage Card Holders, and Edstrom Autowatering Manifolds and A160 Quick Disconnect Valves; one (1) Slim-Line Equipment Trolley, Model BOX 110CP04 with air supply and air exhaust fan unit, HEPA filters and prefilters; and ninety-six (96) Mouse Cages, Model 1284L. Minimum Salient Characteristics required: (1) Ventilation tubes (air manifolds) should be round or oval for optimal air circulation and static pressure, and be easily removed from the rack. They should withstand being disinfected and washed in a rack washer with maximum temperatures established by the user. Each tube section, both vertical and horizontal, should have an opening for ease of tube cleaning. Such openings shall be adequately sealed when in use. (2) Noise generating from the cage rack fans must not exceed 50dBA. Within the octave band 32kHz, the noise level must not exceed 45dBA. All the above noise requirements apply when taking measurements inside the animal cages. With reference to noise generation in the room, a maximum level of 50dBA is required. The air supply fans or associated equipment must not cause vibration that can spread to the animal cage. (3) The cage racks shall be fitted with supply and exhaust air fans that are connected to the cage rack with flexible hoses. Exhaust fans must be mounted at the side of the rack on separate trolleys. These separate trolleys must be able to service several interconnected racks, thereby reducing the overall cost of each rack. (4) Both supply and exhaust air shall be filtered with the class corresponding to the HEPA filter class with an efficiency level of >99.99% according to the warm DOP method for 0.3 um particles. A prefilter shall be placed in front of the HEPA filter to prolong its life. The prefilter should be both easy to exchange and washable. The air flow for various animal cages placed in a cage rack shall be the same +/- 15% irrespective of the position of the cage or the current number of animal cages placed in the cage rack. (5) Mouse cages with floor areas up to 82 in.?, with a usable internal height of .5 inches. (6) When in use, the cage base and formed filter top will seal by means of an integrally designed nylon gasket. If the same or equal items are available from another source, product information and descriptive literature must be furnished with proposal no later than 2:00 p.m., March 27, 2001. The determination to open competition, based on any information received, will be solely at the Government?s discretion. North American Industry Classification System (NAICS) No. 332618, with a size standard of 500 employees is applicable. A written Request for Quotations will be issued approximately March 8, 2002 as a commercial items procurement.
