Description
NA (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposa ls/bids are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Proposal (RFP). This acquisition is subject to the availability of funds. (ii) The solicitation number is DAAD17-02-T-0185. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. (iv) The associated North America Industry Classification System (NAICS) Code is 334515 and the Business Size Standard is 500 employees. (v) The following is the contract line item number and items, quantities and units of measure: CLIN NO. DESCRIPTION QUANTITY UNIT 0001 Automated 50GHz Load Pull Test Set 1 EACH (vi) Description of requirements: The above item is being solicited per the below specifications. Pricing shall be required for all items as identified. The specifications are as follows: Specifications shall include all of the necessary hardware, tuners, software, positioners, permatching elements, and calibration kits to perform the automated testing of the following functions: 1. Load and source pull over the frequency range of 10-50 GHz, both on wafer probe station and on stand-alone (2.4mm connectors) packaged devices. 2. At a minimum, the hardware and software should be able to perform the following measurements at a constant output power as well as a swept input power: a. De-embedding to the DUT (Device Under Test) reference plane b. Automatic peak search c. Output Power at least several W CW d. Gain e. Gain Compression f. Two Tone Intermoduation g. Third Order Intercept h. Power Added efficiency i. DC Power j. DC Bias 3. Noise Figure measurements from 10-50 GHz, and noise parameters and noise/gain contours. 4. Harmonic Load pull at fundamental of 17 GHz or higher frequencies, with source pull as an option. 5. The software and control hardware must be compatible with the following Government owned computer specifications (or Better): a. IMB PC Compatible (Pentium III or Athlon processor 250 MHz) b. MS Windows 98/NT 4.0/2000 c. 128 MB RAM d. 300 MD disk space e. CD ROM f. 3 available PCI slots (vii) Delivery is required 8 weeks after award of contract. Offerors may propose alternative delivery date. Delivery shall be made to US Army Research Laboratory, ATTN: Shipping and Receiving, 2800 Powder Mill Rd Adephi, MD 20783-1197. Acceptance shall be performed at US Army Research Laboratory, 2800 Powder Mill Rd Adephi, MD 20783-1197. The FOB point is Destination. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The following agenda h ave been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance and price. Technical and past performance are of equal importance and when combined are significantly more important than price. The technical evaluation will be a determination as to whether the proposed product meets the technical spe cifications based on information furnished by the vendor. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the technical requirements. If the vendor proposes to modify a product so as to make it conform to the requirement of this solicitation the vendor shall include a clear description of such proposed mo difications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed products to industry or government agencies. Past performance will consider the ability of the items to meet technical specifications as advertised by the offeror, past record of meeting delivery schedules and service/maintenance reputation. Offerors must include records of three recent sales and identify a point o f contact for each by providing a name and telephone number. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certi fications - with its offer. (xi) The clause at FAR 52.212-4 applies to this acquisition. The following agenda have been attached to the clause: None. (xii) The clause at FAR 52.212-5 applies to this acquisition. The following additional FAR clauses cit ed in this clause are applicable: FAR 52.203-6, FAR 52.219.8, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.225-1, FAR 52.232-33. Clauses and provisions are incorporated by reference and apply to this acquisition. (xiii) The follow ing additional contract terms and conditions apply: FAR 52.232-18. DFARS 252.212-7000, 252-212-7001, the following DFARS clauses sited in these clauses are applicable: DFARS 252.205-7000, DFARS 252.225-7007, DFARS 252-225-7012, DFARS 252.225-7014, DFARS 2 52.227-7015, DFARS 252.227-7037. A minimum one-year warranty on parts and workmanship is required. Clauses and provisions can be obtained at http://www.arnet.gov. (xiv) This acquisition is rated under the Defense Priorities and Allocations System (DPAS) as DOC9E. (xv) Offers are due on March 22, 2002, by 1600 hours, at US Army Research Laboratory, RMAC-Adelphi, AMSSB-ACA-C, 2800 Powder Mill Rd Adelphi, MD 20783-1197.
