- A site visit is scheduled for April 02, 2002 at 9:30 a.m. Offerors interested in attending the site visit shall email the following information to Ms. Norine Horikawa at HorikawaNE@efdpac.navfac.navy.mil no later than March 27, 2002 at 2:30 p.m. The following information is required: FIRM NAME AND FIRM TELEPHONE NUMBER, ATTENDEE'S NAME, SOCIAL SECURITY NUMBER AND HOME ADDRESS, AND CITIZENSHIP OF THE ATTENDEE (if the person is NOT a U.S. citizen, the alien registration number and working VISA number shall be provided). PLEASE BE ADVISED THAT IF YOUR REQUEST IS RECEIVED AFTER March 27, 2002, YOU MAY NOT BE ABLE TO ATTEND THE SITE VISIT. THE GOVERNMENT WILL HOLD ONLY ONE SITE VISIT. The furnishing of the above information, including your Social Security Number, is voluntary. However, your failure to furnish all or part of the information required may result in the Government's denial of your access to the site. Any of the above information furnished by you and protected under the Privacy Act, shall not be released unless permitted by law and/or you have consented to such release. Visitors must pick up their passes at the Pearl Harbor Naval Base Pass & ID Office, Building 3455, located outside the Pearl Harbor Nimitz Gate. The Pass & ID office is open from 6:30 a.m. to 3:30 p.m. The office is extremely busy between the hours of 7:00 a.m. to 9:00 a.m., therefore, visitors are encouraged to allow sufficient time to obtain passes. To obtain your vehicle pass, go to Window 3 inside Building 3455 and advise the person that prior arrangements were made with PACDIV and that your name should be on file. You will be required to present the following documents: (1) Vehicle Registration, (2) Valid Driver's License, (3) Insurance Card, and (4) Car Rental Agreement, if applicable. Visitors shall meet at Smedley Hall, Building 1633, at 9:30 a.m. on April 02, 2002. Parking is available around Smedley Hall. Please be advised that following the site visit at Smedley Hall, the site visit to the Hale Moku site will commence. This is a modified design build project of a BEQ facility, site improvements, utility connections and incidental related work. The location of exterior and interior walls, doors, windows, and built-in components shall be as indicated and specified. The design of the project shall reflect the historic nature of Pearl Harbor and shall comply with the drawings furnished in the RFP. It is the intent of the Government to construct 56 modules of quality permanent bachelor enlisted quarters (BEQ), including administrative and other support spaces, with available FY02 construction funding. Each Module shall be designed to accommodate two personnel, based upon the Navy's new Expanded 1+1 Standard Module design scheme. Work shall include the design and construction of a complete and usable project, consisting of new BEQ structures, site improvements, earthwork, and off-site work as required. This project shall provide BEQ facilities with a residential, as opposed to a barracks or institutional, atmosphere. The project should promote the feeling of individual privacy and community. The building shall be five (5) stories. The BEQ building shall include, but shall not be limited to, living and sleeping units, kitchenette, bathroom, housekeeping, storage and bulk storage, mail alcove or room, vending machine alcove or room, public toilets, lobby, mechanical/electrical rooms, janitor room, trash room area, and a Building Manager office. Elevators shall be provided. The BEQ building shall be air-conditioned, except for mechanical, electrical rooms, utility rooms, (i.e., janitor, trash), storage, and stairways. Fire alarm and fire sprinkler systems and fire extinguishers shall be provided throughout all buildings. Provide above ground fire hydrants. Provide dedicated water main with double check back-flow prevention for fire sprinkler services. Vehicular, bicycle and motorcycle parking and access road shall be provided to meet the requirements of the personnel in the BEQ. Electrical, water, sewer, telephone and cable television wiring and outlets shall be provided to all modules. Provide hot water to the modules, public toilets and janitor rooms. Heat recovery off the a.c. system shall be the primary means of water heating with propane fired water heaters as backup. Each shall be independently capable of providing for all of the hot water needs in the event of failure of any one system. Provide energy controls for the a.c. system with Direct Digital Control (DDC) with a remote workstation in the Building Manager's office. Hazardous materials are expected to be encountered on site. Demolition of the existing BEQ Building 1633 (Smedley Hall) is included as a part of this project. Demolition of this building and associated related work shall be scheduled and accomplished by the Contractor after substantial completion of the new BEQ Building. The estimated range is between $10,000,000 and $25,000,000. The NAICS Code for this procurement is 23322 and the size standard is $28.5 Million average annual receipts over the last 3 fiscal years. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the Offeror representing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Technical evaluation factors are as follows: (1) PAST PERFORMANCE; (2) QUALIFICATIONS AND EXPERIENCE; (3) SMALL BUSINESS UTILIZATION; AND (4) MANAGEMENT PLAN/PROJECT SCHEDULE. The Request for Proposal (RFP), on CD-ROM, will be available on or after March 18, 2002 for a non-refundable charge of $67.92 and will NOT be posted on the esol website. In addition, the AutoCAD files of the conceptual drawings will also be available on a separate CD-ROM at a non-refundable charge of $57.84. THOSE INTERESTED IN OBTAINING THE AUTOCAD FILES MUST FIRST SUBMIT A SIGNED COPY OF THE LIMITED AUTHORIZATION FOR USE OF ELECTRONIC FILES FORM. A COPY OF THIS FORM IS ATTACHED FOR DOWNLOADING. AUTOCAD FILES WILL NOT BE RELEASED TO PLANROOMS. PLEASE SUBMIT THE COMPLETED FORM TO MS NORINE HORIKAWA VIA FACSIMILE TO (808) 474-7316. DAPS WILL BE GIVEN AUTHORIZATION TO RELEASE THE AUTOCAD FILES ONLY AFTER A PROPERLY COMPLETED FORM IS SUBMITTED. Your request for purchase of the CD-ROM and Auto-Cad Files, if mailed, should be sent to: Defense Automated Printing Service, 1025 Quincy Avenue, Suite 200, Pearl Harbor Naval Base Building 550, Pearl Harbor, Hawaii 96860. All requests for CD-ROMs must include the following information: company name, mailing address, telephone number, facsimile number, RFP No., and project title, and whether the solicitation will be picked up at the Contracting Office or mailed to you. Also indicate if you are a prime, subcontractor, or supplier. Payments may be made by company check or company charge card. Checks shall be made payable to SUPERINTENDENT OF DOCUMENTS. Mark the front of the envelope with the RFP No. If using a company VISA, Mastercard, or Discover card you may fax your request to (808) 473-2604. Be sure to include the cardholder's name, account number, and expiration date in your request letter. Allow at least ten days for mailing from the date your request is received. Companies wanting the RFP to be sent via air express service must furnish their completed express service airbill label with the recipient's name, telephone no., company name, address, company's account no., and type of delivery filled in. Failure to provide any of the above information, as indicated, may delay the processing of your request and is at no fault of the Government. ANY REQUEST FOR SOLICITATION RECEIVED WITHIN 10 WORKING DAYS PRIOR TO THE CLOSING DATE WILL BE PROCESSED IN ACCORDANCE WITH THE ABOVE PROCEDURES. HOWEVER, THERE IS NO GUARANTEE THAT THE RECIPIENT WILL RECEIVE THE SOLICITATION PRIOR TO THE CLOSING DATE.
