Description
The Pearl Harbor Naval Shipyard has a requirement for services to organize and manage their apprentice program. The Education Institution (hereinafter "college") shall provide, on location at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (hereinafter "PHNSY & IMF"), academic courses and vocational guidance for the Student Career Experience Program (SCEP) commonly known as the ?Apprentice Program.? The SCEP Program requirements dictate that all participants be students accepted for enrollment, or who are enrolled as degree-seeking (diploma, certificate, etc.) students in an accredited college. The college and PHNSY & IMF shall enter into a memorandum of understanding (MOU) setting specific covenants and obligations as required by the Code of Federal Regulations or as otherwise included in the attached copy of an existing MOU. The college shall award Associate in Applied Science (AAS) Degrees in the following trades as uniquely practiced at the PHNSY & IMF. The trades are: Electrician, Air Conditioning Equipment Mechanic, Industrial Equipment Mechanic, Fabric Worker, Toolroom Mechanic, Insulator, Shipfitter, Painter, Sheet Metal Mechanic , Plastic Fabricator, Welder, Electronics Mechanic, Machinist, Shipwright, Metals Inspector, Heavy Mobile Equipment Mechanic, Marine Machinery Mechanic, Rigger, Pipefitter, Production Machinery Mechanic, Electronic Measurement, Equipment Mechanic. The college will teach academic courses on the grounds of PHNSY & IMF. Classroom size shall be not more than 25 students per instructor. Total program participation shall be between 200-250 students per year. The college shall provide one full time counselor to coordinate and administer the Cooperative Work Cycle component of the Apprentice Training Program as well as provide general student counseling services as necessary. The counselor shall be present on PHNSY & IMF property and accessible to the students during the regular work hours a minimum of three days per week. The college shall conduct not less than one publicized activity to recruit potential students from the Honolulu Hawaii area to participate in the Apprentice Training Program. This recruitment activity shall be offered not later than the end of July preceding the beginning of the first semester for each new apprentice class. PHNSY & IMF shall be permitted to participate. The college shall coordinate the preparation and content of the presentation with the PHNSY & IMF. During this recruitment activity, and thereafter as necessary, college shall administer the "ASSET" Test to any individual that applies to participate in the Apprentice Program. The period of performance shall be one base year and four option years. All responsible offerors may submit a proposal which shall be considerd. This solicitation will be posted to the following website: http://www.cic.pearl.fisc.navy.mil. No solicittion packages will be mailed or faxed to offerors. Offerors must accessthe website and download the solicitation. The solicitation is anticipated to be available on 5 March 2002.
