Description
The proposed action is for supplies/services for which the Government intends to issue a sole source contract to Security Information Systems (SIS)under the authority of FAR 13.5. The requirement is for an upgrade to an existing DOS based, SIS Monitoring/Dispatch fire and security alarm display system. The system has specific and proprietary interfaces to various alarm systems and stores proprietary data relating to those systems and accounts. The contractor is required to provide hardware and software to affect the upgrade, including a Windows based Multi-User Monitoring/Dispatch Module, Mapping Module, and system interfaces. Hardware will include two redundant servers and 8 workstations. Contractor will provide training on changes in system to all dispatchers, maintenance personnel and system administrator. Required delivery is to Southwest Region, Force Protection, Physical Security Office, San Diego, CA. Acceptance shall be at destination. Simplified Acquisition Procedures authorized under FAR 13.5, Test Program for Certain Commercial Items will be used to award this contract with an anticipated award date of March 12, 2002. The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and can provide the required items described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide similar required items must provide supporting evidence that they can furnish these supplies and meet all specifications. A determination by the Government not to compete this proposed act ion based on responses to this notice is solely within the discretion of the Government. Solicitation documents will not be issued; however, an informational copy of the solicitation will be available at the Navy Electronic Commerce Online (NECO) world wide web site, www.neco.navy.mil, after February 27, 2002. This contract will be issued on an unrestricted basis, under Standard Industrial Code 7382, NAICS Code 561621, with a small business standard of 500 employees.
