- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. NASA/GRC intends to purchase the items from Rockwell Collins, Cedar Rapids IA, citing 10 U.S.C. 2304(c)(1) Only one source and no other supplies will satisfy agency requirements as its justification for lack of competition. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This Request for Offer (RFO) is for: Item 1, quantity 1 each, VDL mode 2 flight test pallet which meets the below stated requirements and Item 2, quantity 1 job, one week installation support at NASA Glenn Research Center (GRC), Cleveland, Ohio. Overview The Contractor shall provide NASA-GRC with a lab/flight pallet for conducting VDL-2 performance testing for the WINCOM project. Tests will be conducted using ADL Mode 2 aircraft avionics in conjunction with VDL Mode 2 ground stations, under realistic aviation communication traffic scenarios, using ATN protocols. VDL Mode 2 Lab/Flight Pallet Requirement The Contractor shall assemble, test, and deliver a VDL Mode 2 lab/flight test pallet to NASA-GRC. The avionics test pallet shall have the following functionality: Communications with VDL Mode 2 ground station over RF Establish VDL Mode 2 AVLC communication link to a ground station Hand-off between ground stations Process and deliver AOA traffic Processes and delivers ATN traffic The test pallet shall include, but not be limited to, the following equipment: Communication Management Unit VHF Digital Radio Data Link Controller Aircraft Personality Module The Contractor shall deliver the equipment in a flight test rack/pallet, and provide for mounting to LearJet-25 seat rails. The Government will provide the mounting configuration to the Contractor. The test pallet shall be configured to provide test points for monitoring each of the ARINC 429 busses, connecting the equipment. The test pallet shall provide connections for interface to aircraft power (28 VDC and/or 115, 400Hz) and a VHF Antenna. The Contractor shall provide one week of on-site (NASA Glenn Research Center) installation and technical support, for the test pallet equipment and software. Actual dates for the on-site support shall be via mutual agreement between the Government and Contractor. Support shall be performed Monday-Friday, non-federal holidays, during normal business hours at NASA GRC. The test pallet will be delivered to NASA GRC on or before May 31, 2002 (based upon an award date of March 15, 2002). END OF SPECIFICATIONS Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 28, 2002. Demonstrate that the avionics meedt the ICAO standards for Aeronautical Telecommunications Network (ATN) and can successfully interoperate with an ARINC VDL mode 2 network. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". NASA is not responsible for non-receipt of faxed offerors due to mechanical malfunctions or other reasons.
