Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). One (1) each, Vexcel Corporation Ultrascan 5000 Film Scanner or Equal; and One (1) each, Vexcel Corporation Roll Film Unit or Equal. Scanner shall include the unit and controller software; user interface software; calibration targets based on film; and, diagnostic target user manual. Specifications: Geometric Accuracy at +/-2 um using on-line calibration and simultaneous stitching; Geometric Resolutions: Sixteen (16) native geometric resolutions; Optical Input Resolutions: 5,080 dpi or 5 um and 882 dpi or 28.8 um; Output Resolutions: Selectable resolutions between 10 dpi (2,500 um) and 10,160 dpi (2.5 um); Radiometric: Density range of 0 to 3.4D; Uniformity up to +/- 0.3 at 1.0D, using 16 bit internal representation at maximum radiometric quality setting and an 8 bit output; One pass color; Throughput: Maximum internal transfer speed from scan head to PC: 5MB/sec at 8 bit/pixel; 5 MB/sec at 48 bit/pixel; Elasped time per complete scan: At 20 um pixels, black and white-6 minutes; At 20 um pixels, color-9 minutes; Source Material: Color or black and white image, transparent or opaque, positive or negative, continuous tone or line art. Active Scan Surface: 13 in x 17 in (280 mm x 440mm) at 5080 dpi, 330 mm x440 mm at 882 dpi, and 280 mm x260 mm with roll film attachment. Computer Environment: Windows NT, Intuitive GUI, SCSI-II connection to PC host. Output Formats: Data format TIFF, Tiled TIFF, RAW, EPS, DCS, JPEG; 8 and 16 bits per separate color (TIFF 16). Weight, Footprint: 55 kg, 93 cm x 63 cm x 34 cm. The provisions and clauses in the RFQ are those in effect through FAC 01-04. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 333315 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to SSC is required within thirty (30) days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:30 p.m. on March 4, 2002 and may be mailed or faxed to Gregory Fletcher, NASA/Office of Procurement, John C. Stennis Space Center, Stennis Space Center, MS 39529-6000; Fax: (228) 688-1141 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration, taxpayer identification number (TIN), CAGE Code, identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Selection and award will be made (on an aggregate basis) to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. The quoter shall provide descriptive literature with its quote. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote. See above for where to obtain copies of the form via the Internet. An ombudsman has been appointed - See NASA Specific Note "B". Prospective quoters shall notify this office of their intent to submit a quotation.
