Description
This project is for the design and construction of a research center at an undeveloped site located approximately 25 miles north of Grand Rapids, MN. This undeveloped site is located on National Forest System land adjacent to and between Forest Road 2143 and Moss Lake in the Chippewa NF. The project involves: Construction of two facilities (field laboratory and garage/shop); Driveways and pavement; Stormwater control; Connection to a newly constructed well and septic system (design and construction by others); Provision and connection to utilities, telecommunications, and the Internet. The two structures will be slab on grade. The Field Laboratory will be approximately 2500 sqft and the garage/shop will be approximately 36? x 24?. Through separate contract, significant trees on the site will be harvested. The successful Offeror will have to evaluate which of the remaining trees will affect construction and deal with them appropriately. Through separate contract, well and septic will be constructed. The successful Offeror will be required to ensure that the Field Lab is fully connected to the well and septic. This project will be procured using the two-phase design build selection procedures set forth in FAR 36.3. Cost information is not required in Phase I proposal but will be required in Phase II. In Phase I, offerors will receive a request for proposal including the scope of work, evaluation factors (past performance, capability to perform, specialized experience and technical competence and approach), and submission information for interested Design/Build firms to prepare their Phase I qualification proposals. Phase I qualification proposals will be evaluated to determine which firms will be selected as Offerors for Phase II. No more than four offereors will be invited to participate in Phase II. The Government anticipates that Phase II documents will be issued on or about April 25, 2002. Phase II participants will submit competitive technical, price, and past performance, proposals as defined in the Phase II Solicitation. The estimated Design/Build cost is between $250,000 and $500,000. This solicitation is issued on an unrestricted basis and will be available on or about March 13, 2002. Design work is scheduled to start approximately June 30, 2002.
