- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation R6-02-012 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-02. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. This is a total small business set-aside. The North American Industry Classification System (NAICS) 532412 and the small business size standard is $5.0 million. This requirement is for the rental of eighty-five (85) Handheld Data Collectors, Husky FS/2 or equivalent, for variable lengths of time between April 1, 2002 through October 31, 2002, FOB Origin to Portland, Oregon. Specifications: 1. DOS Version 3.3 operating system; 2. Display is to be back-lighted, 8 row by 40 columns with a virtual window over the normal DOS size of 25 rows by 80 columns; 3. Minimum of three (3) megabytes of memory; 4. Ability to transfer data to laptop running Microsoft Windows; and 5. Waterproof case to handle both snow and desert conditions (-10F to 120F) and designed to withstand short drops onto rock. Award will be made to the responsible, responsive offeror who provides the best overall value to the government. Evaluation factors include price and past performance. Offerors must include descriptive literature with their offers. Solicitation provision of FAR 2.212-1, Instructions to Offerors-Commercial Items (Sept 1999) is hereby incorporated by reference. The government will evaluate bids in response to the solicitation without discussion and will award contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the government considering only price. Offerors are reminded to include a complete copy of the provision at FAR 52.212-3, Offeror Representation and Certification-Commercial Items (Feb 2000), with its offer. Clause 62.212-4, Contract Terms and Conditions-Commercial Items (Mar 1999) is hereby incorporated by reference. Clause 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Feb 2000), is hereby incorporated by reference. The following paragraph applies to this solicitation and any resultant contract: 52.246-17. Quotes shall be received at the following address: Contracting Officer, USDA Forest Service, Procurement and Property Management, ATTN: Dennis Becker, 333 SW First Avenue, Portland, OR 97204 by 4:30 p.m. PDT, March 13, 2002. Quotes by FAX to 503/808-2365 will be accepted provided they are received by 4:30 p.m. PDT, March 13, 2002. All quotes shall be clearly marked with offeror?s name, telephone number and RFQ number.
