Description
The Department of Health and Human Services, Program Support Center, Information Resources Management Service (IRMS), on behalf of the Division of Commissioned Personnel (DCP), intends to negotiate on a sole source basis for a 12 month contract period plus four one year option periods with Ceeaar Technologies Corporation. The contract will provide a continuation of services for the development of the Commissioned Officers Leave Tracking System (COLTS); the Applicant System; and the continual maintenance of the applications. The IRMS is mandated to provide personnel and payroll information technology services for the Public Health Service Commissioned Corps officers, retirees, and their beneficiaries and annuitants. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Ceeaar Technologies is uniquely qualified for the following reasons: Ceeaar Technologies is the designer, developer, and customizer of the current operational Applicant System which processes applicants to the Commissioned Corps. Additionally Ceeaar Technologies possesses the required in-depth knowledge of the DCP mission, functions, and critical applications, which enables Ceeaar Technologies to maintain the existing production systems while simultaneously developing and implementing new software modules and systems which enhance and integrate with the operational systems. Ceeaar Technologies also possess knowledge of the functional and technical requirements needed to complete the user and system documentation for all developed applications. Ceeaar Technologies will continue on-site PowerBuilder programmer support for the enhancement of COLTS; continue the development/enhancement of the Applicant System; and continue the transition of Legacy Applications. Vendors who are interested in this acquisition must demonstrate in writing they can meet the Governments requirements within 45 days from the date of publication. Responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the requirements of the contract. In addition to cost, the Government shall consider the impact to the DCP mission. Failure to submit adequate documentation will result in the Government proceeding with a sole source contract to Ceeaar Technologies. A determination by the Government not to open the requirement to competition is based upon responses to this notice is solely within the discretion of the Government. No solicitation package is available for this requirement, therefore, requests for such documents will considered invalid responses. See Numbered Note 22.
