- 17. The Drug Enforcement Administration (DEA) has a requirement for specialized assistance in the conceptualization and design of a mobile, traveling exhibit entitled ?Terrorism ? The Drug Connection.? This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is DEA-02-R-0012 and is being issued as a Request for Quotations (RFQ). The provisions and clauses applicable to this solicitation are those in effect through Federal Acquisition Circular (FAC) 01-04. This is a full and open competition; there will be no set-aside requirements. The applicable NAICS code is 339950 (Displays Manufacturing). The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition. Offers will be evaluated based primarily on price, but other factors that may be evaluated include technical capability and past performance. The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. Offers are due March 13, 2002, no later than 3:00 Eastern Time, at the following address: Drug Enforcement Administration, Office of Acquisition Management, Attn: Alan Knoepfel, Washington, DC, 20537. REQUIREMENT: The contractor shall design a 22? x 52? traveling exhibit with a working title of ?Terrorism ? The Drug Connection.? Milawall, or a similar system, shall be used as the basic structure for the exhibit. The contractor shall work with a Milawall company to select needed wall panels, connectors and traveling carts. The contractor shall also: work with the DEA Museum Staff and Consultants in determining the proper layout and design of each unit of the exhibit; produce an exhibit floor plan with panels, cases and kiosks indicated; produce the final fabricating drawing (to scale), which would locate all text, objects, graphics and casework (the selection of colors for paint, fabrics and graphics shall be coordinated with the present Museum gallery scheme); work with the DEA Museum Staff and Consultants in determining responsibilities for text images; work with the DEA Museum Staff to determine the exhibit development and production schedule; and report to the DEA Museum Staff, who will make final decisions on design. The subject matter content will primarily be the responsibility of DEA. A mandatory site visit is scheduled for 10:00 a.m. on March 6, 2002, at 700 Army Navy Drive, Arlington, Virginia, 22202. Important information will be distributed at the site visit; thus, offerors must attend in order to be considered for award. Offerors are advised that vehicle parking is not available at this location. Questions will be accepted afterwards (in writing only), to which DEA anticipates responding by March 11, 2002. An award is anticipated by March 15, 2002, with delivery of the final product not later than June 1, 2002. The final exhibit and product will become the property of the DEA upon Government acceptance. Delivery and acceptance will take place at the Government?s facility.
