Description
The U.S. Coast Guard (USCG) has a requirement for maintenance and logistic services for its C37A Long Range Command and Control Aircraft (LRCCA). The C37A is military version of the Gulfstream V aircraft. USCG personnel will perform minor maintenance duties to the C37A, such as corrosion control, and preflight, thruflight, postflight, and other routine inspections; organizational level on-equipment maintenance, servicing and routine checks, including removal and replacement of components and minor repairs on installed engines and Auxiliary Power Units (APUs); and limited off-equipment maintenance capability, including, but not limited to, testing of selected LRUs, battery build-up, tire build-up, interior refurbishment, strut removal and replacement, and repair of water and latrine systems after the manufacturer?s initial warranty period. The logistical support needed is to provide necessary maintenance, supply and engineering support including unique equipment associated with the C37A airframe (with the exception of aircraft?s Rolls-Royce BR710 engines, which will be provided by a separate engine maintenance contractor) above the minor maintenance duties provided by USCG personnel. This request will solicit contractors for a Performance-Based Service Contract (PBSC). A STATEMENT OF OBJECTIVES (SOO), which outlines the essential operational requirements including but not limited to (1) Fleet Management Support; (2) Supply Support; (3) Technical C-37A Aircraft Representatives (4) Technical Engineering Services (5) Maintenance Support, and (6) Performance Metrics, will be included with the Request for Proposal (RFP) and will be made available on or about March 10, 2002. The RFP closing date is anticipated to be on or about April 25, 2002. Your request for a copy of the solicitation must be received in writing within 30 calendar days from the date of the publication of this notice. This solicitation will be available in both hard copy and electronic form via electronic-mail (e-mail). To request a hard copy, mail your written request to Commandant (G-ACS-4/SP), 2100 Second Street, SW, Washington, DC 20593-0001. To request an electronic copy, send an e-mail request to the following Internet address: spalmer@comdt.uscg.mil. Fax and Telephone requests will not be accepted. No other notice will be published until award is made. The USCG anticipates awarding a Firm Fixed Price contract. The NAICS code for this aircraft support is 488190. The period of performance will be a base year and four option years with the possibility of additional award terms.
