Description
This RFQ 546-32-02 is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with Far Part 13. This acquisition is a small business set-aside. NAICS code is 514120. The VA intends to award a firm-fixed price, non-personal services contract for the Digitizing, scanning and Archive of Research Proposals and Funding Requests. The VA receives research proposals every two years, which includes additional submittals throughout the year. Approximately 1000 proposals consisting of: approximately 200 pages with approximately 600 proposals received each review period and 100 proposals through special submittals. The proposals are received in paper format, all 8.5 x 11, and are mostly, black and white text. Approximately 10% of each proposal will contain illustrations. Each proposal contains no more than a one page Abstract or Executive Summary of the proposal. The contractor shall ensure that a server is configured and the data base is designed to accomplish the requirements that will be need to perform the job without any modifications. The contractor shall provide all equipment, transportation, technical expertise, and other services necessary to maintain network systems, tasks and functions. The VA has a Microsoft SQl sever database (VERMIN) in use, that records administrative information about each research proposal. Contractor must develop a software that will enable research administrators to store information and extract that same information at a later date. This software must be compatible with VERMIN. (a) Award will be made to the offer whose quote conforms to the requirements of the solicitation; best meets the needs of the Government and offers the best value to the Government.
