Description
The Naval Air Warfare Center, Aircraft Division Lakehurst, intends to procure a Commercial Off The Shelf (COTS) Wire Processor (WP). This is a modification to the original synopsis posted on 21 Nov 2001. The solicitation will be amended to include a revised Product Description. The WP shall be a stand-alone, portable device capable of functioning in a confined workspace. Maintenance personnel in cable repair work centers at U.S. Navy and Marine Corps Intermediate Maintenance Activities will use the WP. The required basic quantity is 25 each Wire Processors along with requirements for technical data in accordance with (IAW) Contract Data Requirements Lists, DD Form 1423. The WP shall consist of new components and subassemblies that provide for automatic measure, cut, strip, and count capabilities for various sizes and types of jacketed wire used for electronic/electrical applications. The machine shall include all required gauges, controls, displays, connections, and other attributes as specified in the Product Description (PD). The components of the WP shall be complete so that the installed machine can be used for the function for which it was designed. The WP shall be supplied with a Technical Manual and Maintenance Planning/Provisioning Documentation as specified in the Integrated Logistics Support (ILS) Statement of Work (SOW). The contractor shall also be required to provide initial training to Government personnel. As part of the source selection process, an Operational and Maintenance Demonstration (OMD) may be required prior to Contract Award. The OMD shall address the system and performance requirements as specified in the PD and demonstrate ease of operation, functionality and maintainability. This OMD will allow for verification of the WP to the Product Description by the Naval Air Warfare Center Aircraft Division Lakehurst. The Government is anticipating a Firm Fixed Price type contract. Packaging and Marking for shipping shall be in accordance with best commercial practices. Delivery shall be FOB Destination to various U.S. and overseas sites. The solicitation will be posted on the NAVAIR homepage located at http:// www.navair.navy.mil. Select "Business" then "Doing Business With Us" and "Open Solicitations". Hard copies of the solicitation and amendments will NOT be mailed to the contractors. The government will not accept electronic proposals.
