- Description
- The United States Marine Corps will be providing power point slides for ALL modules. These powerpoint presentations are fully operational and include text, graphics, and quizzes. The vendor will be responsible for capturing video and narrations and compiling all items onto a CD-Rom. A power point presentation will be provided with all audio and video clips clearly identified prior to the vendor walking in the door. Quizzes: the quizzes are ?progressional? quizzes; i.e. you must answer x number of questions correct prior to advancing to the next subcontent of the lesson. All quizzes are developed by USMC and included in the powerpoint slides. Animation: VERY BASIC; one-dimensional character that moves. ALL HOT BUTTONS ARE OPERATIONAL NOTE: A SAMPLE OF THE POWERPOINT SLIDES (QTY = 4) ARE AVAILABLE UPON REQUEST. THIS SAMPLE WILL BE E-MAILED TO ALL VENDORS THAT C ONTACT THE CONTRACTING DIVISION VIA E-MAIL. FOR THOSE WHO HAVE PREVIOUSLY E-MAILED THIS OFFICE, YOU NEED NOT RESEND AN E-MAIL. IF YOU HAVE NOT RECEIVED THIS SAMPLE BY 10 A.M. (Eastern Time) WED, 27FEB02, PLEASE CONTACT THIS OFFICE AGAIN. System requirements: Win 98, Pentium 333PC, 64 Megs RAM, 12x CD-ROM, Display: 800x600, 16 bit color, small fonts, *Indeo 5 Codex. Note: the powerpoint presentations are still in development for the second lot of seven (7) modules. For quote purposes, the average numbers listed below are given. The USMC does not anticipate being ?off? by more than 5-10 slides per module. Average number of text slides/module: 30 Average number of slides dedicated to the quiz/module: 21 LINE ITEM #0001: 1. Is the content for each CD-Rom the contents of a classroom presentation? YES 2. Is there existing PowerPoint slides for eac h class? YES - or Word, etc; another words, is there curriculum development to be written or done NO - is there anything written YES - are there instructors now YES 3. Will the vendor need to shoot additional support video outside of the classroom for reality based training? YES ? TIME FOR SHOOTING WILL BE PART OF THE SITE VISIT HOURS; USMC WILL PROVIDE ALL TRANSPORTATION TO/FROM SITES. 4. Has the curriculum content already been developed for these courses? YES - or would the vendor work with the USMC SME to create content? NO; THERE IS NO VENDOR INVOLVEMENT REQUIRED FOR CURRICULUM CONTENT 5. Is the ?Anticipated Hours/CBT? referring to: A) the hours for students taking the course training? IT IDENTIFIES CURRENT HOURS TO TEACH USING LECTURE TO (/) NUMBER OF HOURS TO COMPLETE CBT b) the amount of time you see a vendor working on each module? THE TIME REQUIRED TO COMPLETE ALL 14 CD?S SHOULD BE COMPLETED IN 10 WORKING DAYS. c) is the number indicated for ?CBT? indicate the expected run time of the CBT? YES d) what does ?number of anticipated hours? refer to? NUMBER OF HOURS IT NORMALLY TAKES THE INSTRUCTOR TO DELIVER THE CLASS E) how many hours of CBT are expected for each new course? INDICATED BY NUMBER TO THE RIGHT OF ?/? F) Is the CBT the sole content for the course, or is it designed to complement other materials? IT IS THE MAJOR CONTENT TO THE COURSE; THERE ARE OTHER MATERIAL THAT IS PROVIDED BY THE USMC AND GIVEN DIRECTLY TO THE STUDENT. 6. The ?Content-related subsections/Quizzes?: are the numbers [relating to the quizzes] referring to the number of questions per quiz, per module OR the number of quizzes to be taken within a module? NUMBER OF ANTICIPATED QUESTIONS PER CBT. ALL QUESTIONS WILL BE COMPLETED ALONG WITH A SSOCIATED FEEDBACK. 7. Will the USMC provide a scripted outline prior to shooting? YES 8. Is the videotaping of actual live classroom settings? NO. - will some videotaping be done in separate locations (i.e. on the field, in the warehouse, in a hanger)? YES (SEE QUESTION #1) 9. Will the video include lecture, demonstrations, or both? YES 10. Does the effort involve development of materials for instructor-led classroom training? VENDOR INVOLVEMENT IS NOT REQUIRED FOR THIS. 11. Is the USMC making the editing decisions of the content we could collect from a live session? - if yes, do you require 1 camera vies (window burn with a time sequence ? so that the USMC can decide what portions to be used? N/A - if no, will the USMC provide a detailed scripted outline prior to shooting? YES. ALSO, EACH VIDEO CLIP WILL BE REVIEWED AND APPROVED ON SITE AS SHOT. 12. What i s the approximate traditional stand-up classroom teaching time of the 14 courses requested for new development? REFER TO QUESTION #5. 13. Are the two site visits mentioned the only access to the SMEs? NO - or will they be available by other means during the rest of the project? E-MAIL, PHONE, OR ON SITE VISITS IF REQUESTED. 14. The platform system requirements are vague; HIGH SPEED LAN AND DIAL-UP THUS THE REQUIREMENT FOR MULTI BIT RATE ENCODED VIDEO FOR NETWORK VERSION. - what type of network connections should we develop for? SEE ABOVE - dial-up, high speed, etc.? SEE ABOVE - how many MB of RAM are on the platform machine? SEE ABOVE - how many MB of free space will be provided? SEE ABOVE 15. Quiz, per module - information is incomplete - information given for only 7 out of 14 modules QUIZZES FOR THE LAST SEVEN MODULES HAVE NOT BEEN DEVELOPED AT THIS TIME; HOWEVER, THEY WILL BE VERY SIMILAR TO THE FIRST SEVEN TO BE DEVELOPED. THIS WILL BE PREPARED IN ADVANCE FOR THE DEVELOPER. THE NUMBER OF QUIZZES/QUESTIONS PER QUIZZ WILL AVERAGE THE SAME TOTAL NUMBER OF THE FIRST SEVEN (7) LOTS 16. What type of courses are these? ALL COURSES ARE LECTURE-BASED INSTRUCTION TEACHING STUDENTS THE FUNDAMENTALS OF A PAPER BASED JOB SKILL. THE PRIMARY FOCUS IS COMPLETING RECORDS AND FORMS OR READING OUTPUT REPORTS. Are all Audio Narrations, Graphics, Photographic Diagrams and Textual Descriptions currently outlined per course? YES 2. Please provide clarification pertaining to what is and how the ?drag and drop authoring software must be operational attributes.? THE APPLICATIONS SHOULD WORK SIMILAR TO A WINDOWS ENVI RONMENT. 3. Please clarify ALL delivery dates ? the listed date for lot #2 does not make sense. FOR ITEM #0001: 75 DAYS AFTER INITIAL ON-SITE VISIT TO PROVIDE DRAFTS, 30 DAYS AFTER SME REVIEW FOR FINAL PRODUCT. FOR ITEM #0002 30 CALENDAR DAYS FROM RECEIPT OF CD-ROMS 4. DOD SCORM compliant deliverables in accordance with ADL requirements may also be developed at the same time for future delivery on an e-learning network; would this be considered as a requirement? NO. ALL TECHNICAL STANDARDS ARE REQUIREMENTS PROVIDED BY USMC DISTANCE LEARNING PROGRAM. THERE IS A WEBSITE AVAILABLE FOR THIS INFORMATION; THE SITE IDENTITY WILL BE DISCLOSED TO VENDOR THAT RECEIVES THE AWARD. 5. Is there any requirement for user manuals; if so, what is the criteria and qty required/per class? NO REQUIREMENT a. size, electronic or written, binding, colors, paper stock, etc.? N/A b. who prov ides text, graphics and formatting of books? N/A c. if test and graphics provided by USMC, will they be n final, pre-press format or will the offerer be required to convert the final drafts to pre-press specifications? N/A 6. If classroom training is involved, are the textbooks required ? - to include student guides and instructor guides, or only one of these (and which one) NOT REQUIRED BY CONTRACTOR. 7. Does USMC have scripts for the animation or does the offerer develop scripts for animation based on observation of the course and recommendations from USMC - how much animation, video, and audio-only narration are expected for this effort? AUDIO OR VIDEO WILL BE PRESENT ON EACH SLIDE. ALL ANIMATION IS NEGOTIABLE BETWEEN THE DEVELOPER AND THE SME. ANIMATIONS WILL BE A DEMONSTRATION OF THE CREATIVITY OF THE DEVELOPER ?NOT THE SME.? NOTE: THE USMC IS LOOKING FOR LOWL EVEL ANIMATION. 8. Are these courses tied to some materials, such as a set of manuals? YES d. do they define the material that needs to be covered? YES e. is there a way to see those manuals before the bid? NOT REQUIRED; POWERPOINT SLIDES INCORPORATE ALL THIS MATERIAL f. or, at a minimum, an example that we would be able to extrapolate from? Description refers to HTML as foundation of course, but that Flash could be used for graphics k. could whole course be made in Flash? NO. 12. What is meant by ?CD must run through browsers?? A. is this saying the CD cannot use .exe?s or packaged Flash pieces? COURSE MUST LAUNCH THROUGH INTERNET EXPLORER AND MAY USE EMBEDDED FLASH ANIMATION. 13. What is the baseline Internet speed required to run these courses? BASE LAN IN HIGH SPEED FIBER BACKBONE ATM SWITCHED NETWORK 10BASE T TO DESKTOP 10/100 NIC. 14. Is the Web based program meant to run on a corporate Intranet or over the Internet? BOTH BASE LAN AND WWW. 15. Define ?pop-up video? and ?pop-up photos? VIDEO WILL PLAY IN A SEPARATE WINDOW. 16.
