Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 and Defense Acquisition Circular 91-13. This action is unrestricted and has a NAICS code of 421830. The following is required: CLIN 0001: Three (3) pleural paint mixing systems (two units shall be set-up to spray in the conventional spray technology mode and the third shall be set-up to run in the air assisted technology mode.) to be utilized at the Marine Corps Logistics Base, A lbany, GA, Maintenance Center to mix and control the use of paint used on vehicles and equipment. The pleural mixing systems must meet the following standards: Pumping system ? shall be an electric linear displacement pump providing a continuous flow from zero to 3,000 pounds per square inch (p.s.i.) with accurate ratios and precision flow rates. The pump must have select controls for components to provide separate pump flushing and component priming. The system shall include an automatic flushing to provide water and solvent flush of respective component circuits for three (3) component waterborne chemistries. The line flushing system shall automatically disable the spray mode while flushing the ratio check module, manifold, mix tube, output line hoses, and the guns. The pump shall have internal fault sensors. Ratio check ? A ratio check module shall be included to allo w the painter to perform ratio checks on a regular basis. The ratio check module shall also provide a fill station to allow filling of small kits or spray gun cups. A minimum of three (3) test holders shall be included for use at the fill stations. Controls ? The electronic section shall be enclosed in a pressurized NEMA enclosure for safety and cooling. The controls shall have a pressure interlock switch, which shall shut down the system if positive air pressure is terminated to the electronics section to ensure safe operation. The system shall include uncontrolled flow detection. The uncontrolled detection shall shut down the paint pleural mixing system automatically if uncontrolled flow is detected. The flow rates shall include an hour meter to track operation of system for preventive maintenance purposes. Materials supply sensors and scales ? Weight detection shall be provided for each pot by the system to automatically measure the volume of material dispensed. System shall automatically shut down when sensor detects loss of material delivery or minimum preset weights of material in containers are reached. System shall include a sensor for each pump and an indicator light on the panel for designation of depleted pump. System shall include primer circuit override for material filling, start-up, and purge of air pockets during material introduction. Power requirements ? The system shall utilize 120 volts nominal, 60 hertz, single-phase power supply. Air requirements ? An air-drying and purification system shall also be supplied and installed by the contractor, which will utilize 90 p.s.i. shop provided air supply. The drying and purification system shall consist of DAD 500 Desiccant dryer (or equivalent) and an 80-gallon receiver tank for each pleural mixing unit. Color change module: The air assisted airless unit shall include manual color change manifold. The manifold shall be a 2-color manifold with solvent flush. Module shall provide for configuration for unit or wall mounting. Technical Data: The Contractor shall supply a minimum of seven (7) sets of maintenance manuals, operator?s manuals, drawings, and parts list for each system. CLIN 0002: Additional parts and accessories for conventional spray units installation and integration ? (10) Devilbiss part number QMST ? 10523 (or equivalent brand/make) 10-gallon stainless steel pressure pots, (2) single standard air-driven agitators for QMST-10523 (or equivalent brand/make), (2) dual air regulators, (10) pot liners for QMST-10523 (or equivalent brand/make), (4) Devilbiss JGA 510 (or equivalent brand/make) conventional spray guns with FF tip and ne edle configuration, (4) 50 ft. fluid and air hose assemblies, (2) various misc. air hoses for unit and booth connection, (2) various misc. fluid hoses for unit and booth connection. CLIN 0003: (6) Devilbiss part number QMST ? 10523 (or equivalent brand/make) 10-gallon stainless steel pressure pots, (2) single standard air-driven agitators for QMST-10523 (or equivalent brand/make), (2) dual air regulators, (6) pot liners for QMST-10523 (or equivalent brand/make), (4) Devilbiss/Binks 150 (or equivalent brand/make) air assisted airless spray guns with .019 tip and air cap, (4) 50 ft. fluid and air hose assemblies, (2) various miscellaneous air hoses for unit and booth connection, (2) various miscellaneous fluid hoses for unit and booth connection. CLIN 0004: Forty-hours (40) of Contractor provided training of a minimum of 25 personnel (including paint, technical, and maintenan ce personnel). Training shall consist of a minimum of three-days of classroom training in addition to two-days of hands-on training. Training must be scheduled within a reasonable time after installation and before final contract payment can be made. Travel charges for lodging and perdiem incurred as a result of travel for training and installation shall not exceed those specified in the Joint Federal Travel Regulation and can be accessed via the Internet at www.dfas.mil. Delivery and training will be coordinated with requesting activity after award. The following FAR Clauses/Provisions apply: 52.212-1, Instructions to Offerors ? Commercial Items. 52.212-2, Evaluation ? Commercial Items, (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Governmen t, price and other factors considered. [The following factors shall be used to evaluate offers: Best value to the government to include, however not limited to, Price and Technical evaluation.] 52.212-3, Offeror Representations and Certifications ? Commercial Items. 52.212-4 Contract Terms and Conditions ? Commercial Items. 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders ? Commercial Items (incorporating 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans, 52.222-36 Affirmative Action for Handicapped Workers, and 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial service, provided such warranty is available at no additional cost to the Government. Offerors responding to this announcement must provide the information contained in 52.212-3, Evaluation ? Commercial Items with their offer. The offeror shall also provide its Commercial and Government Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register or accept the Government Credit Card (Mastercard) as a form of payment to be eligible for award. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award. Written, facsimile, or emailed quotes and the above required information must be received at this office on or before 14 March 2002, at 2:00 PM Eastern Standard Time.
