- BLM Request for Quotations, ESQ020006, Commercial Item. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. FAR clauses 52.212-1 thru 5 are applicable and this synopsis/solicitation incorporates all provisions and clauses in effect through Federal Acquisition Circular 97-27. Specification. The purpose of this equipment is for building narrow trails, for ATV's and motorcycles, in wooded and rocky terrain. Compact size and maneuverability are important to minimize impacts on the surrounding terrain and vegetation. Use conditions Design and construction shall be such that the tractor will withstand the extremely hard usage encountered in service, such as operation over rough terrain, and storage and operation in the open air under all weather conditions for extended periods of time. Engine. -Type: Diesel, turbo charged, 4 cylinder. -Horsepower: Minimum 80 SAE measured at sea level.-Cooling System: Liquid cooled with pump, thermostat and radiator, designed for maximum horsepower operation at ambient temperatures up to 100 degrees F. Coolant shall be freeze protected to minus 35 degrees F.-Electrical System: 14 volt, minimum 35 amp alternator, with 12 volt gel cell Omni battery, minimum 550 cold cranking amps. Fuses shall protect all circuits.-Starting System: 12 volt, minimum one HP starter with glow plug cold weather start assist.-Minimum five quart full flow lubricating oil system with gear pump, relief valve, and spin-on cartridge type oil filter. Oil drain and filter to be accessible without removing other components.-Air filter shall be Donaldson three stage replaceable element. -Working Inclination: Minimum 35 degrees on all axis.-Fuel System: Minimum 24 gallons or for 20 hours operation with water separating filter with replaceable cartridge. Drive Train. -Hydrostatic drive with two minimum 25 GPM positive displacement pumps, one for each track, minimum 5000 psi operating pressure. 10 micron filtration. Final drive reduction gearing in track drive hubs. A parking brake acting on the drive shaft(s) shall be provided. Minimum travel speed shall be five MPH. Hydraulic System. -Reservoir: Minimum 24 gallons with site glass level indicator and temperature indicator. -Pump: Minimum 18 GPM at 2200 psi.-Relief valve shall be set at maximum 2500 psi.-Filtration: Maximum 10 micron.-Cooling: Air or liquid oil cooler designed to maintain oil temperature below 250 degrees F in 100 degree ambient temperatures with tractor operating a maximum speed for one hour.-Auxiliary hydraulic connectors with flow controls and quick disconnect couplings shall be provided for front and rear attachment s on the machine. Controls. -Steering: Hydrostatic steering , two lever control positioned to operate by one hand with full counter rotation; individual track operation by each control lever.-Speed: Continuously variable with hand or foot controls.-Throttle: Automatic or manually adjustable.-Attachments: Separate controls for each attachment. Frame. The frame shall be designed to withstand maximum stresses under normal operating conditions and, in addition, provide adequate support for attaching any device approved by the contractor manufacturer for use in combination with the tractor. Width of the machine shall not exceed 48 inches to minimize the impact on natural resources. Undercarriage. All components to be hardened steel unless otherwise noted.-Rigid track frame with minimum five track rollers and one support roller.-Sprockets, idlers and rollers shall have lifetime sealed, grease filled, bearings. -Single grouser removable shoes shall be a minimum of 11 inches wide.-Minimum length of track on the ground, 55 inches.-Track tensioner shall be adjustable hydraulically. Guards & Safety. -Machine shall have full belly pan attached to the frame. -Track rollers shall have rock guards.-All exposed parts subject to high operating temperatures or which are energized electrically shall be located, insulated, fully enclosed, or guarded so as to prevent hazards to operating personnel.-All operating personnel shall be enclosed or guarded. Protective devices shall not impair the operating functions. Unless otherwise specified the tractor shall comply with 29 CFR 1926.1000 (ROPS) (seat belts, brakes, and horn), 1926.604 (overhead covering), and 1926.1000 (ROPS). Sound level. Unless otherwise specified the exterior sound level of the tractor shall not exceed 88 dB(A) when measured in accordance with SAE J88. If the sound level in the area occupied by the operator exceeds 85 dB (A) when measured in accordance with SAE J919, a warning plate containing the following shall be permanently affixed to the tractor in a conspicuous protected location. ("CAUTION; EAR PROTECTION REQUIRED WHEN TRACTOR IS OPERATING" ). The plate shall have a yellow back-ground with black lettering and shall be of corrosion-resistant material. Operators Station.-Vinyl upholstered, cushioned, operators seat with seat back required.-Minimum two inch wide seat belt required.-Fuel level gauge shall be provided. -Warning lights shall be provided for low engine oil pressure, high coolant temperature, glow plug operating light and low voltage in the electrical system. Warning lights shall activate when the starting key is in the on position and the engine is not operating. -A tachometer/hour meter shall be provided.-A keyed off/on/start switch shall be provided.-Switches for the lights shall be marked as such.-Vandalism protection shall be provided as covers or caps with padlock hasps over the gauges and instruments , the coolant fill cap, the fuel cap, and the oil cap. Accessories.-Machine shall be equipped with two adjustable front and rear floodlights.-Machine shall be equipped with a backup alarm, minimum 83 db, that operates when either or both tracks are moving to the rear. -Fire Extinguisher-- Attachments/ Other -Bulldozer blade: Front mounted six-way blade shall be 60 inches wide, adjustable for angle, tilt, and elevation with float control for elevation. The blade shall have a range of motion of 24 inches up or down from the center position. The cutting edge and end bits shall be bolted on. Blade shall slide on adjustable/replaceable ultra-high molecular weight (UHMW) polyethylene wear plates. Minimum blade angle to be 30 degrees from longitudinal axis of the machine. Minimum blade tilt to be 25 degrees from horizontal.-Ripper: A rear mounted ripper shall have a parallelogram lift mechanism with positions for 3 replaceable ripper shanks. The shanks shall have hardened, replaceable, tips. The ripper shall be capable of penetrating 12 inches below the plane of the bottom of the tracks. A draw bar with pin designed for 9,000 pounds horizontal force shall be mounted on the ripper. -Backhoe: A detachable, hydraulic, backhoe with fourteen foot reach, nine foot digging depth shall be provided that will attach to the rear of the machine in place of the ripper. The backhoe attachment will have an integral operator=s platform with a cushioned, vinyl covered, seat. Two lever controls shall operate the backhoe. Hydraulically controlled outrigger type stabilizers shall be provided and controlled from the operator=s position. A 24-inch wide digging bucket shall be provided. The bucket shall have a hardened steel cutting edge and replaceable hardened steel teeth. A two pronged thumb for the bucket shall be provided. Spare Parts:- The manufacturer shall provide one set of spare filters for the machine. Trailer:- Heavy Duty tilt Trailer for dozer and attachments Requirements. - Trailer, w/Tool Box min.16cuft, 14,680#, 96in.max. OD x 18ft. Bed, Gooseneck (2800TNG. Wt.) Documentation: The manufacturer shall provide two copies each of an operator=s manual for the basic machine and all attachments, an operator=s maintenance manual and a common parts manual. Delivery Services: - The machine and trailer shall be delivered to the BLM office at 106 N Parkmont, Butte, Montana and will be F.O.B. destination- The manufacturer shall provide an eight hour training session for the operator(s) of the machine after delivery at a worksite chosen by the Government within the local commuting area of the delivery location. This training shall provide instruction in the safe operation of all attachments on the machine and demonstrate normal maintenance practices on the machine. Warranty:- The contractor shall guarantee the tractor and trailer, also parts thereof against defective material and workmanship for a period of 24 months or 1000 hours of operation, whichever comes first, from date of acceptance of the machine.- Should warranty work be required, the contractor shall be responsible for commencing the repair within 48 hours of notification and, if required, transporting the machine to a location where the work can be performed.- Should the warranty repair work take longer than three days, the government may require a substitute machine to be provided by the contractor to complete critical work.
