Description: NA The Defense Contracting Command-Washington intends to negotiate on a selected source basis with the California Institute of Technology, 263 South Chester Avenue, Pasadena, California 91125. The objective of the SERVE Project is to assess the feasibility o f electronic registration and voting methods to overcome the barriers that often operate to disenfranchise citizens covered by the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA). SERVE is being implemented for the 2004 general election. Thi s notice of intent is not a request for competitive proposals. A solicitation does not exist.
