The revision is the removal of the last sentence of the forth paragraph. The synopsis is seen below with the sentence to be removed in capital letters. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The synopsis/solicitation number is DAAD13-02-R-0011 and is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Fe deral Acquisition Circular 97-17. The Department of Defense (DOD) is seeking sources for a commercially available Individual Riot Control Agent Disperser (IRCAD). The IRCAD is intended to provide the soldier with a means to disperse approved riot control agents (RCAs) against individual personnel targets using a self-contained and portable disperser. Additionally, DOD is seeking a realistic operational equivalent (inert or practice) training disperser. DOD anticipates the award of a firm fixed price con tract. The contract is in three phases. Phase 1: This phase of the contract will include the purchase of 40 IRCAD and 40 training dispersers from each interested party no later than 30 calendar days after contract award (CDAC). Ship the 40 IRCAD and the 40 training dispersers to Commander, U.S. Army Aberdeen Test Center, ATTN: CSTE-DTC-AT-WC-S (Mr. Butch Wagoner, 410-278-8516), Bldg 358, APG, MD 21005-5059. Down select evaluation and testing of these dispersers is scheduled to begin 17 June 2002. The Key Performance Parameter (KPP) criteria fo r down select testing during Phase 1 are: The dispersers shall be able to disperse designated RCAs (5-6% Oleoresin Capsicum (OC), and either 0.1% Dibenz-(b,j)-1-4Oxazepine (CR) or Ortho-Chlorolbenzalmalononitrile (CS)) [Note: CS is used as a generic refe rence to include at source's discretion CS powder, CSX liquid, CS1, CS2 and CSX] and inert substances for training purposes for at least 15 one-second spray/stream bursts (threshold), with an objective of 25 one-second spray/stream bursts, at 3 feet and 10 feet against individual personnel targets with an objective from the point of discharge to 15 feet. Candidates? products that do not meet threshold criteria will not be considered for further testing. Candidates? products that meet or exceed the thresho ld requirements will go into phase 2. Phase 2 (Option 1). This phase of the contract is an option to purchase an additional 170 IRCAD from the sources qualified in Phase 1. These dispersers will be used for Government Production Qualification Testing (PQT) and User Demonstration (UD). The 17 0 dispersers shall be delivered within 21 calendar days after exercise of Option 1. In this phase the down-select criteria for the dispersers are: 1) 90 percent reliability; 2) non-flammable dispersing solution; 3) employ while wearing work gloves, with and without liner (e.g., Military Black Leather, Shell and Liner ?Glove, Men's and Women?s, Light Duty, NSN 8415-01-310-7338?); 4) compatibility with an OC/Mace pouch size of 6.303 inches in length, 1.50 inches in width and 1.756 inches in depth (front to back). The PQT and UD will determine the IRCAD that best meets the following requirements: 1) operational handling life (without RCA dispersement) of no less than 2 years; 2) minimum of 2-year shelf life of the OC disperser; 3) operational lock/ unlock or safety position that is marked and identifiable; 4) Environmental: (a) hot/cold storage - fully operable in climatic temperature ranges of 10oF- 120oF when transported via military transportation modes (i.e. ground, sea, air); disperser shall re sist damage (no deformity and markings intact) and no loss of riot control agent as a result of hot or cold storage; disperser shall operate at a moderate ambient temperature (70?F) following 24-hr hot storage at 160?F and following 24-hr cold storage at - 50 ?F; (b) hot temperature - disperser shall operate at 120?F and meet operating requirements after being conditioned for at least 4 hrs at 120 ? 3?F; (c) cold temperature - the disperser shall operate at 10?F and meet operating requirements after being c onditioned for at least 4 hrs at 10 ? 3?F; (d) high humidity - disperser shall operate in humidity up to 95? 4 % and while inside an environment maintained at 86 ? 3?F with relative humidity of 95? 4 percent; (e) shock drop - disperser shall operate follow ing 4' drops in any orientation; (f) corrosion resistance - disperser shall resist salt fog corrosion and operate after salt fog aerosol exposure in accordance with Method 509.4 of MIL-STD-810 or commercial equivalent (e.g. ASTM G85, ANSI Z118.1); (g) Ch emical resistance - disperser shall resist decay by common petroleum products (motor oil, gasoline) and meet operating requirements after exposure; 5) materials of construction: non-corrosive, mold and mildew resistant; 6) an ultraviolet dye (for marking p urposes) or other type marker added to the RCA that is approved for use on humans (is an objective (desired) capability); 7) Operator preventive maintenance check and services should not take more than 2 minutes; 8) disperser shall not present any health o r safety hazards to the operator during use, storage, or transportation under typical handling and anticipated environmental conditions; 9) disperser solution shall not contain materials with known carcinogenic, genetic or reproductive effects; 10) dispers er shall be designed to minimize any environmental quality impact. Ozone depleting substances shall not be used. THE CANDIDATE WHOSE PRODUCT RECEIVES THE HIGHEST RATING DURING PHASE 2 WILL GO INTO PHASE 3 PRODUCTION *****This sentence is deleted*****. Phase 3 (Option 2). This phase of the contract is for a production option. The Government anticipates exercising Phase 3 option to one contractor. The Government anticipates exercise of Phase 3 in the 2nd Quarter of FY03. For Phase 3, the IRCAD shall be black (if currently commercially available). If not, the container color shall be gray (#36231, FED-STD-595, Color Coding). The IRCAD lettering, a 5/8? circumferential band, and the agent symbol, shall be dark red (#31136). The IRCAD training containe rs shall be light blue (#35109) with white (#37875) lettering. The IRCAD canister markings shall be clearly visible and shall include the name of the item and the lot number. The IRCAD that are entering the military distribution system shall have militar y packaging. Military packaging includes all materials and processes necessary to meet the IRCAD requirements, including storage and shelf life. The contractor shall design and validate all military packaging to provide unit protection in the Level A shipp ing configuration during shipment, handling and storage in accordance with MIL-STD-2073-1. Validation shall be in accordance with ASTM D4169 and witnessed by the Government packaging representative. Military packaging marking shall be in accordance with MI L-STD-129. The contractor shall develop and document Packaging Instructions in contractor format. Packaging for any item that is, or contains a regulated hazardous material, shall meet the following requirements: the shipping configuration or container, as applicable, shall comply with Performance Oriented Packaging (POP), in accordance with Annex 1 Part 7 of the International Maritime Organization - Intern ational Maritime Dangerous Goods Code (IMO - IMDGC); Chapter 7 of the International Civil Aviation Organization - Technical Instructions for Safe Transportation of Dangerous Goods by Air (ICAO-TDGA); and 49 Code of Federal Regulation (CFR) Transportation, Parts 107-178. The contractor shall design, mark, and certify the packaging in accordance with the aforementioned documents and shall conduct testing in accordance with ASTM D 4919 Testing of Hazardous Materials Packaging. The IRCAD shall be shipped to Pi ne Bluff Arsenal, Pine Bluff, AR. The IRCAD production quantities are estimated as follows: FY03 ? 8,305 (of which 2,750 are training IRCAD); for FY04 through FY06 the Government plans to procure annually a minimum quantity of 240 each and a maximum quant ity of 5,000 each (75 percent of the quantity shall be OC and 25 percent of the quantity shall be CS/CR each FY). ***** Interested sources should submit proposal information to the following address no later than March 30, 2002, U.S. Army Robert Morris Acquisition Center, Edgewood Branch, ATTN: AMSSB-ACC-ER Louise Cannaliato or Josephine Barker, 5183 Blackhawk Road, Aberdeen Proving Ground, MD 21010-5424. Proposal information must be written and include the following: Company name, address, point of contact, phone number, facsimile number, electronic mail address, product (disperser) identification and product infor mation, to include the specification(s); reliability data; Material Safety Data Sheet; warranty information; testing that has been accomplished with results, to include any supporting test data, along with the DOT, NIJ and OSHA certification); storage and operation temperature restrictions; disposal procedure; and published price list (individual and bulk quantity)/GSA pricing. The proposal shall include information on the offeror?s past performance contracts within the past 5 years. Past performance submi ssions shall include a list of previous or commercial contracts or orders for similar items, the contract or order number, quantities and prices, and the activity for whom the dispersers were procured. Also, provide the proposed unit cost for the producti on items (Phase 3). A separate price list is requested for the packaging costs. The Government will award a contract resulting from this solicitation to the responsible offeror(s) whose proposal represents the combination of technical capabilities to meet IRCAD specifications and price most adva ntageous to the Government. The Government reserves the right to determine which proposals offer the greatest value. In accordance with FAR 52.212-2(a) the following factors will be used to evaluate offers: (1) Technical. Offers will receive a pass or f ail rating based on test results to verify that the dispersers meet the key performance parameters identified in Phase 1. In Phase 2, the offeror will receive an adjectival rating of high, moderate, low based on the ability to fabricate and deliver the IR CAD in accordance with the down-select criteria identified in Phase 2, as well as the written information requested by the Government. The rating will be supported with a narrative evaluation; (2) Past Performance. The past performance factor will receiv e an adjectival rating of high, moderate , low, or unknown that defines the performance risk assessment. The rating will be supported with a narrative evaluation. Performance risks are those associated with an offeror?s likelihood of success in performing the solicitation?s requirements as indi cated by the offeror?s record of current or past performance; and (3) Price. In accordance with FAR 15.304, when combining the results of the technical evaluation with those of price, the technical evaluation and past performance combined are significantly more important than price. The Government reserves the right to award multiple contracts for phases 1 and 2. Careful, full and impartial consideration will be given to all offers received in response to this solicitation and evaluation will be applied in a consistent manner.
