- NA THIS SOLICITATION IS A BEST VALUE PROCUREMENT. The project consists of providing a new facility with classrooms, offices, language labs, break room, and mechanical spaces. Portions of the building will be classified as Sensitive Compartmentalized Inform ation Facilities (SCIF). Primary construction materials include: drilled pier foundation; elevated structural floor slab and select slab-on-grade areas; structural steel frame; brick veneer and Exterior Insulation and Finish System (EFIS) exterior walls on structural steel stud back-up; standing seam metal roof over steel beams and bar joists; select areas of Raised Access Flooring; interior gypsum board partition walls; suspended acoustical ceilings; and finishes such as carpet and paint. Also, included are utilities, necessary site work, and demolition of existing facilities. Estimated Construction Range: $1,000,000.00 to $5,000,000.00. Solicitation will issue on or about 16 April 2002. Proposals will be due on or about 16 May 2002 at 4:00 p.m., cen tral time. Duration of the construction project will be approximately 450 days. The North American Industrial Classification System (NAICS) Code applicable to this project is 233320, Commercial and Institutional Building Construction, which corresponds t o SIC Code 1542. Small Business Size Standard is $27,500,000.00. This is an UNRESTRICTED solicitation. Offers from all qualified business concerns may submit offers. If a LARGE business firm intends to submit a proposal, it must comply with FAR 52.219- 9 clause regarding the requirement for a subcontracting plan. Fort Worth District?s goals are that a minimum of 61.4% of the contractor?s total intended subcontracted amount be placed with small businesses (including small disadvantaged and woman-owned bu sinesses); 9.1% of the total subcontracted amount to be placed with small disadvantaged businesses; 5.0% of the total subcontracted amount be placed with woman-owned businesses; 3.0% for Veteran Owned Small Businesses; 2.0% subcontracted amount be placed w ith historically black colleges or universities/minority institutions (where applicable); and 2.0% of the total subcontracted amount be placed with HUB Zone businesses. The plans and specifications have been placed on a Compact Disk (CD-ROM) and will be p rovided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5? diskette, CD ROM and/or the Internet. However, the Government reserves the right t o use only the Internet as notification of any changes to this solicitation. It is therefore the contractor?s responsibility to check the following address daily for any posted changes to this solicitation. Contractors may view and/or download this solic itation and all amendments from the Internet after solicitation issuance at the following internet address: http://ebs.swf.usace.army.mil. Bidders shall register themselves on the Internet to receive a copy of this solicitation (CD-ROM). The Corps of En gineers accepts bids from Prime Contractors only. Subcontractors and suppliers can view/print a copy of the plan holder?s list at https://ebs.swf.usace.army.mil/ebs/AdvertisedSolicitations.asp to find prime contractors to submit their bids to. Subcontrac tors and suppliers can also register to receive a copy of the CD ROM and be placed on the plan holder?s list at the same address.
