Description
NA Indefinite Delivery Contract for Structural Engineering Services for Non-Linear Structural Analysis (NISA) and Probabilistic Finite Element Modeling for Reliability Analysis of Major Navigation Structures Primarily Within the Great Lakes and Ohio River Div ision Mission Boundaries General Contract Information: This requirement is 100% Set Aside for Small Business. SEE NOTE 1. The proposed services will be obtained by a negotiated Firm Fixed Price Contract. The base year of the contract shall not exceed $ 1,000,000. Projects will be awarded by individual Task Orders. Individual task orders are expected to be in the $10,000 - $300,000 range. The contract period is one year from date of award, with two - one year option periods with an additional ceiling am ount of $1,000,000 for each option year exercised. Contract options may be exercised before the expiration of the base contract period (or preceding option period), if the contract amount for the base period (or preceding option period) has been exhausted or nearly exhausted. Unused monetary capacities from previous years (base and Option) can be carried forward to the present year. The maximum contract value is $3,000,000. To be eligible for award, a firm must be registered in the DoD Central Contracto r Registration (CCR) database, via the CCR Internet site at http://ccr2000.com or by contracting the DoD Electronic Commerce Information Center at 1-800-334-3414. Project Information: Expected project activities would involve nonlinear, incremental struc tural analysis (NISA) and probabilistic finite element modeling for the reliability analysis of concrete and steel hydraulic structures. NISA of substructures for construction, transportation ballasting and service loads may also be required. Activities include finite element modeling of navigation components to establish performance characteristics and limit state criteria for input into time dependent Monte Carlo simulation reliability models on cast-in-place, floating precast, prestress, post-tensioned concrete structures, and hydraulic steel structures using two dimensional and three dimensional models. Concrete hydraulic structures would be cast-in-place concrete, specialized precast concrete shells with concrete in-fill, tremie concrete, roller comp acted concrete and pre-placed aggregate concrete or similar structures. Hydraulic steel structures would include (but not be limited to) large water control valves and gates. Some design work in regards to these structures may also be required. Selecti on Criteria: See Note 24 for general selection process information. The specific selection criteria (a ? e) are primary and (e ? g) are secondary) in descending order of importance are as follows and must be documented with resumes in the SF 255: A. Pro fessional Qualifications. Qualified registered professional engineers (designers/analysts and checkers) with expertise pertaining to the above project information data as evidenced by the resume information. Firms should provide resumes for both designer s/analysts and checkers. B. Specialized Experience and Technical Competence: Documented experience encompassing the above project information as documented in the resumes of the personnel assigned to this project (i.e. engineering awards and/or published work, etc.); technical c ompetence in structural modeling with computer software needed for constitutive material models, nonlinear behavior and fracture mechanics; (to include but not limited to ABAQUS and ANACAPU software modeling programs) time dependent concrete material prope rties and performance, such as strength versus time, stiffness versus time and shrinkage; and modeling reinforcement in relation to the cracking criteria for concrete and the minimizing of cracking in massive concrete structures due to the heat of hydratio n. Similar analysis is also required for hydraulic steel structures. In addition, demonstrated extensive experience with probabilisti c and reliability-based modeling of the above project information is required where the finite element modeling is used to provide key input into time dependent Monte Carlo simulation reliability models. A minimum of 3 navigation-related projects where th is type of analysis work has been done in the last 5 years should be submitted. Do not submit more than 10 navigation related projects, or work beyond the 5-year period. A brief Design Management Plan including an explanation of the firm?s management app roach, management of subcontractors (if applicable), quality control procedures (for plans, specifications, design analysis and electronic documents), firm?s procedures to insure that internal resources are not over committed, and an organizational chart s howing the inter-relationship of management and various team components (including subcontractors) must be included in paragraph 10 of the SF 255. A quality control plan (QCP) must be prepared and submitted identifying the process that the prime firm and c onsultants will follow to accomplish the activities as specified above. C. Capacity to complete the work in the required time, with the understanding that this contract will require multiple design teams to perform individual task orders at various locati ons simultaneously if needed. D. Past performance on Department of Defense (DoD) and other contract with respect to cost control, quality of work, and compliance with performance schedules. E. Knowledge of the primary locality of the project. F. Volum e of DoD contract awards in the last 12 months. G. Superior performance evaluations on recently completed DoD contracts. SUBMITTAL REQUIREMENTS: a) See Note 24 for general submission requirements. Firms that are interested and meet the requirements descr ibed in this announcement are invited to submit one completed SF-255 (Revision 11-92), U.S. Government A/E and Related Services for Specific Projects to the Office shown above. SF-255 (Revision 10-83) is obsolete and only the 11-92 edition of SF-255 will b e accepted. All responses on SF-255 to this announcement must be received no later than 4:30 p.m. local time on April 1, 2002. b) It is requested that interested firms list the fee amount and date of all DOD contracts awarded during the last 12 months to t he firm and all subsidiaries in Block 9 of the SF-255. c) Responding firms must submit a current and accurate SF-254 for each proposed consultant. Additionally, all responding firms which do not have a current (within the past 12 months) SF-254 on file wit h the North Pacific Division, Corps of Engineers, must also furnish a completed SF-254. If a SF-254 is included, only the 11-92 edition of the form will be accepted. The business size status (large, small and/or minority) should be indicated in Block 3 of the SF-255. Definition: A concern is small if the annual receipts averaged over the past three fiscal years do not exceed $4 million. d) No other information including pamphlets or booklets is requested or required. e) No other general notification to firm s under consideration for this project will be made and no further action is required.
